Dentist Licensing in the United Arab Emirates 2026: DHA, DOH and MOHAP

Which UAE authority licenses dentists in my emirate?

Three separate regulators issue dental licenses in the UAE, split by emirate. The Dubai Health Authority (DHA) covers Dubai outside the Dubai Healthcare City free zone. The Department of Health Abu Dhabi (DOH) covers the capital emirate. The Ministry of Health and Prevention (MOHAP) covers Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain.

Pick your regulator by where the job is, not by where you would rather live. A signed offer from a Sharjah clinic means a MOHAP file, even if you rent an apartment in Dubai and commute. Each authority runs its own portal, its own DataFlow request and its own exam booking. No shortcuts between them.

What foreign dental degree and clinical experience do the regulators require?

All three regulators apply the same UAE-wide Professional Qualification Requirements document, last updated on 11 April 2026. A BDS, DDS or DMD degree from a recognised dental school registers you as an Intern with no experience requirement. Two years of documented clinical experience after a one-year internship moves you into General Dentist, the entry-level practising category.

Specialist and Consultant status run on separate clocks. A specialist qualification recognised within three years of issue reaches Specialist status without a further wait for most applicants; UAE nationals get a one-year window instead of three. Consultant status needs two years of specialist practice under the faster tier, or five years under the slower one. No exceptions on paper.

The tier decides which title appears on your license and which roles a clinic will actually let you fill. A dentist aiming straight for Consultant negotiations should have the specialty qualification and the years documented before applying, not assembled afterwards. How does DataFlow primary source verification work?

DataFlow is the private verification company all three regulators use to confirm a degree, license or good-standing certificate is genuine. It contacts the issuing university or authority directly instead of accepting a scanned copy at face value. Standard processing takes 15 to 25 working days from the date a complete file is submitted, per DataFlow's own published guidance in 2026.

The file needs a passport copy, degree certificate and transcript, any existing dental license, an employment certificate covering your clinical experience, and a good-standing certificate from wherever you are currently or most recently registered. One missing document rarely just pauses the file quietly. It usually stalls everything. DataFlow only re-queries the issuing body once every required item is in.

Marcel Kloos, who studied dentistry in Sofia between 2015 and 2021 and now holds a Swiss dental license in Bern, went through the equivalent check for Switzerland's register before he could treat a single patient there. Same idea, different country: someone independent confirms the degree is real before any regulator looks at the file at all.

What happens in the Prometric or Pearson VUE licensing exam?

DHA and MOHAP dentists sit a computer-based assessment through Prometric test centres. DOH uses Pearson VUE instead. The DHA version runs 150 multiple-choice questions over three hours, including registration time, with a 60 percent pass mark. DHA reports pass or fail only. Your raw score never reaches your Sheryan account.

Three attempts are allowed. A third failure blocks reapplication for a DHA license for two years, under the DHA's Manual for Licensing Healthcare Professionals, version 1.1, published December 2024. Exemptions exist: a DHA assessment already passed within the last five years for the same title, or an approved Dubai residency completed within the last two years, can waive the exam entirely.

Exemptions also run by country of current registration. Dentists registered in the United States, Australia or New Zealand are commonly exempted from the DOH exam. Similar exemptions apply at DHA and MOHAP, but the exact list of recognised registers changes, so confirm it with the regulator before booking a test slot rather than after.

What does dentist licensing cost in the UAE in 2026?

Costs split into three blocks whichever regulator you use: DataFlow verification, the exam fee, and the license issuance fee itself. None of the three publishes one combined number, so the totals below are 2026 estimates built line by line, not a single official figure from any authority.

Worked example: a General Dentist license through the DHA, Dubai, 2026

This is one route, priced at the middle of each published 2026 range. Many UAE employers cover the work permit and visa block, or reimburse it, which is worth clarifying in the offer letter before it becomes a payroll surprise. How does the employer-sponsored work permit and residence visa sequence work?

The professional license and the right to work are two different files that depend on each other. Your employer applies for a MOHRE work permit once your license is approved, then requests an entry permit from the Federal Authority for Identity, Citizenship, Customs and Port Security if you are still outside the country.

Once you land, you complete a medical fitness test screening for communicable diseases, register biometrics for an Emirates ID, and have the residence visa stamped into your passport. Employer-sponsored visa fees for these steps commonly range from around 2,000 to 6,800 AED per employee in 2026, depending on mainland or free-zone setup and how much administrative handling is bundled in. A mainland employer budgeting roughly 5,000 AED per hire is a reasonable planning figure.

The chain runs one direction only. Change employer, and both the work permit and, in most cases, the professional license need reprocessing against the new facility. Nothing carries over automatically. Keep this in mind before resigning from a UAE post to chase a marginally better offer down the street.

What is a realistic month-by-month timeline?

Six to twelve weeks is the honest range for DataFlow alone, before an exam is even booked. A full timeline from signed offer to first day of clinical work realistically runs three to four months, occasionally longer if a document needs to be re-issued.

Does a UAE dental license move between Dubai, Abu Dhabi and the other emirates?

Not yet, and this is the part most guides skip. Each regulator runs an independent file today. A DHA-licensed dentist who accepts a job in Abu Dhabi generally repeats DataFlow verification and the exam under DOH rules, even though the underlying degree has not changed. The Professional Qualification Requirements document standardises the tier system, not the license itself.

That is due to change. MOHAP announced in 2026 that a unified health licensing platform is in design, intended to let a practitioner keep a single professional profile recognised across DHA, DOH, MOHAP and the Sharjah Health Authority, and to move between them without resubmitting documents. The platform is targeted for the second quarter of 2026 and had not gone live at the time of writing. Until it does, plan for three separate processes if a multi-emirate career is the goal.

What does the license not cover once you are working?

A general dental license is facility-linked. It authorises you to practise at the specific clinic or hospital named on the file, not anywhere with a dental chair. Locum work across multiple clinics, or a second job on the side, needs its own privileges request, not just a mention in your CV.

Two procedures sit outside the standard scope even after your main license is active. DHA rules require a separate postgraduate certificate of at least 12 months for dental implantology privileges, and at least 125 continuing-education hours in laser dentistry before laser privileges are granted, both on top of a further DHA assessment. Annual renewal also carries its own continuing-education load: DHA sets 40 CME points a year for licensed dentists, at least 20 from category 1 activities.
