You are studying medicine at Universidade Fernando Pessoa in Porto and are thinking about transferring back to Germany. The path there runs through the credit recognition of your completed subject semesters at a German university. No need to worry: with a little lead time, this can be planned well.

Portugal is an EU member state. Your completed degree will therefore later be automatically recognised under EU Recognition Directive 2005/36/EC. For a transfer to a higher subject semester during your studies, this does not apply automatically – here, the competent state examination office decides on a case-by-case basis how many semesters are recognised.

Many students delay the transfer because the responsibilities and deadlines are unclear to them. Both can be clarified with a little preparation, especially since Portugal's EU membership works in your favour when it comes to your eventual degree.

How many subject semesters from Porto are recognised in Germany?

Recognition at most state examination offices follows what is known as the 2+2 rule: in the pre-clinical phase, two major and two minor certificates or three to four major certificates generally result in one recognisable subject semester; in the clinical phase, it is approximately seven comparable performance records. Medschool Experts does not yet have location-specific experience values for Porto. Porto is a smaller but noticeably growing location in our consulting practice.

The basic rule nonetheless applies to every study location. Your chances can be assessed based on your actual certificates, not on experience values from other cities. For the pre-clinical phase, subjects such as anatomy, biochemistry and physiology count above all; for the clinical phase, subjects such as internal medicine, surgery or paediatrics. The more accurately your course descriptions from Porto reflect the content of the German modules, the easier the assignment becomes. Missing translations are best obtained early.

Which state examination office is responsible for the application?

The competent authority is initially the state examination office at the location of the German university where you wish to enrol. If no such connection exists, your place of birth applies. If responsibility cannot be determined through that either, North Rhine-Westphalia takes over. This sounds more complicated than it is. What deadlines and process apply for the transfer?

Application deadlines for the winter semester are usually 15 July or 15 September; for the summer semester, 15 January. You should apply for the credit recognition decision around three months before the relevant deadline, as processing at the state examination office takes time. Plan ahead then, not at the last minute.

Which German universities are an option for students from Porto?

According to Medschool Experts' internal statistics, the universities of Gießen, Göttingen, Cologne, Mainz, Münster, Tübingen and Würzburg accept applications for virtually every subject semester. Broader application windows are also offered by Bonn, Düsseldorf, Duisburg-Essen, LMU Munich and Regensburg, usually for the 3rd and 5th to 10th subject semesters. Which university is realistic depends on your target semester and your certificates.

Applying to just one single university unnecessarily limits your chances. Places in higher subject semesters are limited, and each university decides according to its own criteria. A broad, well-organised list of suitable universities makes all the difference here.

What does the place-changer advantage mean for your application?

When allocating study places in higher subject semesters, a clear ranking applies: hardship cases first, then place-changers, then lateral entrants, and the lottery only at the very end. Porto is still a comparatively young location in Medschool Experts' consulting practice. Enquiries about it are, however, noticeably increasing. What stands out: students from Porto often bring solid clinical certificates with them, because Universidade Fernando Pessoa incorporates patient-related instruction into the curriculum early. This makes the later classification in the credit recognition process easier, even though there is not yet a large body of completed cases from which fixed patterns could be drawn.

Marcel Kloos, a Swiss-licensed dentist, began his own medical and dental studies in 2015 in Sofia, at the age of 24 and via a non-traditional path. You qualify as a place-changer if you are already enrolled as a medicine student at another university, as is the case when studying in Porto. Lateral entrants, by contrast, come from a different programme. Place-changers are given priority in the allocation of study places.

Does my first subject semester in Porto also count towards credit recognition?

In principle, all passed certificates count, regardless of which semester you acquired them in. What matters is how many comparable performance records are ultimately accumulated.

You can then reapply with fewer recognised semesters, or have it checked whether another state examination office has jurisdiction. A rejection does not mean the end of the plan. Individual advice helps to clearly identify the remaining options.

Does it matter how many semesters I have already studied in Porto?

Yes, indirectly. The more passed certificates you can present, the more subject semesters are in principle eligible for recognition. What ultimately counts, however, is always the assessment of the individual performance records by the state examination office.
