Who regulates physiotherapy registration in Australia, Canada and New Zealand in 2026?

In Australia the Physiotherapy Board of Australia registers, the Australian Health Practitioner Regulation Agency administers, and the Australian Physiotherapy Council assesses overseas qualifications. In Canada the Canadian Alliance of Physiotherapy Regulators handles credentialling and the national examination while a provincial college issues the licence. In New Zealand the Physiotherapy Board of New Zealand does both jobs itself.

That split shapes the planning. Australia and Canada mean two organisations and two queues; New Zealand is a single counter. Australia and New Zealand assess against the same document, the Physiotherapy Practice Thresholds in Australia and Aotearoa New Zealand.

How does the Australian Physiotherapy Council assessment and examination sequence work in 2026?

The Australian Physiotherapy Entry Pathway runs in four fixed stages and costs AUD 7,814 as at September 2026: eligibility assessment AUD 1,170 with six hours of cultural safety training at AUD 235, then the written assessment at AUD 2,017, the capability assessment at AUD 2,928, and a clinical workshop at AUD 1,464. The Australian Physiotherapy Council states the sequence takes approximately nine months for candidates progressing as quickly as possible. Resits cost full price.

The written assessment sits on an online platform, at a venue or remotely, and the remote version runs four times a year, starting at 9am Melbourne time with results inside six weeks. There is no cap on attempts, though the Council requires fourteen days between unsuccessful ones and charges the full AUD 2,017 again each time. The capability assessment is an oral examination held online only: three short clinical cases and one long case, roughly two hours including 1.5 hours of examination time. The clinical workshop needs a flight, one face-to-face day in Melbourne.

Two shorter routes skip most of that. Express FLYR, at AUD 1,650, covers Canada, the United Kingdom, Ireland, Hong Kong (SAR of China) and South Africa, and the Council states those assessments can be completed in under three weeks. FLYR, at AUD 3,422, covers the Netherlands, Singapore, Sweden and the United States and adds only the written assessment. One date belongs in every budget: Council assessment fees increase from Wednesday 21 October 2026.

How does Canadian Alliance of Physiotherapy Regulators credentialling work in 2026?

Canada splits the process in two, both stages run by the Canadian Alliance of Physiotherapy Regulators. Credentialling is a review of identity, education and experience documents, priced at CAD 1,486 in 2026 across every pathway, and it can start before the candidate arrives in Canada. The national examination follows, and passing it is required before applying for a licence in every province except Quebec. Two stages, one body.

The Alliance runs a Standard Credentialling Pathway, a Pre-Approved Credentialling Pathway and an Alternative Credential Evaluation route, and its cost estimator, updated in February 2026, allows about two weeks for the application once the file is complete. Documents set the pace: CAD 50 to CAD 150 for university records over three to ten days, plus CAD 40 to CAD 75 per page for translation. Two further items sit in the same estimate, a language test at CAD 200 to CAD 350 and a health context course at CAD 500.

What is the Canadian Physiotherapy Examination and how many sittings are there in 2026 and 2027?

The Canadian Physiotherapy Examination is one five-hour virtual, remotely proctored examination with no test centres. The written section is a 100-point paper of multiple-choice and media-enhanced multiple-choice questions over 2.5 hours; the oral section is a 150-point case-based assessment, answered verbally to examiners, also over 2.5 hours.

The result is combined. The Canadian Alliance of Physiotherapy Regulators states that pass or fail depends on performance across both sections together rather than on clearing each separately, with results about four weeks later.

The calendar opens up in 2027. Three sittings were scheduled in 2026, on 23 September, 24 October and 9 December, with application deadlines of 15 July, 15 August and 30 September 2026. Six are scheduled for 2027: 20 February, 15 May, 28 August, 25 September, 13 November and 11 December, each with an overflow day.

The fee is CAD 2,500. A discounted transition fee of CAD 1,800 ran from February to December 2026, but only for candidates who had passed the written component of the previous examination in 2025, so it is closed to anyone starting from an overseas degree now.

How do you register with the Physiotherapy Board of New Zealand with an overseas degree?

New Zealand offers two overseas routes in 2026 and neither involves an examination. The International Express pathway covers qualifications or unrestricted registration from the United Kingdom, Ireland, Canada or South Africa, costs NZD 1,067, and the Physiotherapy Board of New Zealand states it takes one to two weeks on average. Everyone else uses the International General pathway at NZD 1,735. No examination either way.

The General pathway runs in five phases: a document completeness check, then a qualification assessment comparing the degree curriculum against the threshold competencies, then a request for supporting evidence on any competency the degree did not cover, with three months to supply it, then assessment of that evidence, then approval by the Registrar. The Board states these applications take six to nine months on average.

Registration alone is not permission to work. A physiotherapist on the register also needs an Annual Practising Certificate for the year in which they intend to practise, at NZD 414 under the schedule effective 1 April 2026, including a disciplinary levy of NZD 68.57, and the Board is explicit that this holds whether the role is paid or voluntary. Express applicants also supply certificates of good standing, police certificates, and two cultural competency course certificates.

What English language test scores do the three regulators publish in 2026?

All three publish named tests with component minimums, and the Australian scores changed in 2026. The Australian Health Practitioner Regulation Agency states that from 23 April 2026 the National Boards updated the minimum scores of accepted English tests to align with current score concordance research. Components decide, not averages.

Read by component, not by the headline. The Canadian Alliance of Physiotherapy Regulators requires all component scores from a single sitting, sent by the testing agency within two years of the test date, while New Zealand allows scores assembled across two sittings within six months. Check the exemptions before booking: the Canadian Alliance exempts candidates educated in Australia, the United States, New Zealand, Ireland, the United Kingdom or France, and the Physiotherapy Board of New Zealand exempts holders of a pre-registration physiotherapy qualification from the United Kingdom, Ireland, Canada or South Africa.

What does each route cost to a licence, and what does one full sequence cost in practice?

Counted to a licence in 2026, Australia is the most expensive and New Zealand the cheapest. Australia's full sequence is AUD 8,459 in regulator fees: AUD 7,814 to the Australian Physiotherapy Council plus AUD 434 application and AUD 211 annual registration. New Zealand's General pathway is NZD 2,149 including the first Annual Practising Certificate. Canada's estimator puts its own total at CAD 4,896 to CAD 5,511 in 2026, before provincial college fees.

Take a physiotherapist with a four-year degree from outside the listed countries who starts the Australian pathway in January 2026 and passes every stage first time. Her all-in figure lands near AUD 11,000.

Change one thing. She fails the capability assessment once and passes on the second attempt, charged at the full AUD 2,928, which takes her regulator total to AUD 11,387. That single line is why the oral stage earns the most preparation. Where the degree was awarded moves the number further than anything she controls: the same physiotherapist with a Canadian degree would use Express FLYR at AUD 1,650, with no written assessment, no capability assessment and no trip to Melbourne.

How long does registration take in each country, counted in months?

On the regulators' own 2026 timings, Australia's full entry pathway takes about nine months to the Council's final certificate, Canada five to eight months minimum to an examination result, and New Zealand's International General pathway six to nine months to a registration decision. Deadlines do the rest.

The Australian Health Practitioner Regulation Agency advises applying at least three months before an intended start date, accepts applications up to six months ahead, and completes an initial review in fourteen to twenty-one days and a full assessment typically in four to six weeks. New Zealand issues the Annual Practising Certificate straight after registration.

What does trans-Tasman mutual recognition actually do, and what does it not cover?

Trans-Tasman mutual recognition lets a physiotherapist already registered in Australia register in New Zealand, and one registered in New Zealand register in Australia, without a fresh assessment of the degree. It runs on the Trans-Tasman Mutual Recognition Act. What it recognises is a registration, not a qualification, so it does nothing for somebody holding neither yet.

From Australia to New Zealand the fee is NZD 460 under the schedule effective 1 April 2026, against NZD 1,735 for the International General pathway, and the Physiotherapy Board of New Zealand reports one to two weeks once the correct documents arrive. The applicant must hold full or limited registration with the Australian Health Practitioner Regulation Agency. In the other direction, the Agency accepts trans-Tasman applications from practitioners in fourteen professions, physiotherapy among them, who hold current practising registration in New Zealand, and assesses them within thirty days.

Three things it does not do. It does not hand over a licence, because a physiotherapist registered in New Zealand still needs an Annual Practising Certificate for the year of practice. It does not launder a restriction: the supervision conditions of limited Ahpra registration carry into the New Zealand scope of practice, and Ahpra's wording is exact, that registration in Australia will only be granted in the same category as the New Zealand registration. And it does not touch visas.

Sequenced deliberately, it matters. A physiotherapist who completes New Zealand's International General pathway, which has no examination, holds a registration that Ahpra will consider under trans-Tasman mutual recognition and grant in the same category.

Which of the three routes suits whom?

The listed-country question settles most cases first. A Canadian, British, Irish, Hong Kong or South African qualification should be priced against Australia's Express FLYR at AUD 1,650 and New Zealand's International Express pathway at NZD 1,067, because both skip every examination. A Dutch, Singaporean, Swedish or United States qualification falls under Australia's FLYR route at AUD 3,422.

Everyone else chooses between three full routes, and the choice turns on what a candidate is good at. New Zealand tests a curriculum and a portfolio over six to nine months with no examination, which rewards detailed transcripts and case records. Canada tests one five-hour virtual examination, which rewards preparation for a single high-stakes day. Australia tests three separate assessments across about nine months plus a workshop day in Melbourne.

Money and mobility pull apart. New Zealand is the cheapest way in and, through trans-Tasman mutual recognition, the cheapest bridge towards Australia afterwards. Australia costs the most, and after 21 October 2026 it will cost more.

What if the assessment finds the degree does not meet the threshold competencies?

All three regulators publish a route for that outcome. The Physiotherapy Board of New Zealand builds it into the General pathway as phase three, giving three months to supply supporting evidence for any competency the degree did not cover. The Australian Physiotherapy Council prices an internal review at AUD 585, and the Canadian Alliance of Physiotherapy Regulators an administrative reconsideration at CAD 410.
