Short answer
Failed exams or dismissed at the University of Belgrade? Resit rules, progression block, hard subjects and how to transfer without losing a year in 2026.
Is a transfer from the University of Belgrade possible in 2026?
Yes. A transfer from the University of Belgrade, Faculty of Medicine to another medical university is possible in 2026, both after a good year and after a difficult one. Passed exams and earned ECTS credits stay on your transcript, and that transcript is what a receiving faculty reads. Medschool Experts plans the move and the consultation is free.
Quick answer: Students of the English-taught medicine programme at the University of Belgrade can transfer to another European medical faculty in 2026. Passed exams and ECTS count. Usually no more than two exams should be open. Medschool Experts checks your transcript, finds the highest possible entry year and organises the move. The consultation is free.

The Faculty of Medicine in Belgrade is the oldest and largest medical faculty in Serbia, and its English programme is one of the more expensive state options in Serbia at €8,000 per year in 2026/27. It has 130 self-financing places in the first year. That combination matters for a transfer: you are leaving a programme with a strong name and a strict structure, and the receiving faculty will see both in your documents.
A study transfer is a complex undertaking. Our experts have almost 10 years of experience in study transfers worldwide, which is why they plan and carry it out confidently. The consultation is free.
What do the University of Belgrade exam regulations say about resits and failing a year?
The University of Belgrade, Faculty of Medicine runs six exam periods a year and has no fixed cap on how often you may sit an exam. After three failed sittings you may ask for a commission exam, and from the fourth sitting each attempt costs a fee. The real pressure comes from the progression block: next-year exams stay closed until every exam of the previous year is passed.
The rules sit in three documents. The Statute of the Faculty of Medicine (2018, with amendments up to 2024) sets the exam periods and the general enrolment rules. The Rulebook on the organisation of the Integrated Academic Studies of Medicine in English (adopted on 11 September 2024) covers the English programme in detail. A separate rulebook from March 2024 governs the Serbian-language programme and mirrors most of the same logic.
| Rule | What the faculty's regulations say |
|---|---|
| Exam periods | Six per academic year: January to February, April, June, July, September and October |
| Attempts before a commission | After three failed sittings of the same exam, a student may request a commission of at least three examiners |
| Fee for further attempts | From the fourth sitting of the same exam onwards, each attempt is charged under the faculty price list |
| Total number of sittings | No fixed upper limit in the English-programme rulebook; the real limit is time and the progression block |
| Pass mark | 51 of 100 points (grade 6); a final test result of 50 % or less is a fail |
| Cancelling a passed grade | Possible up to three times for the same subject, and the cancelled attempt counts as used |
| Progression block | Exams of a new year may only be taken once all exams of the previous year are passed and the semester is certified |
| Enrolment minimum | Self-financing students enrol at least 37 ECTS per year; open subjects are re-enrolled |
| Attendance | Missing more than one third of practicals means the semester cannot be certified |
| Clinical prerequisites | Clinical practice in Internal Medicine before year 5, in Surgery with Anaesthesiology before year 6 |
| Maximum study duration | 12 school years for the 6-year programme; on request up to three times the regular length |
| Grade objection | Within 36 hours of the grade; the dean decides within 24 hours; a successful objection leads to a commission exam within three days |
Read the table twice and one point stands out. Belgrade does not throw students out after a set number of failed attempts. You could, in theory, sit Anatomy six times in one year. What the faculty does instead is lock the door to the next year's exams. Article 46 of the English-programme rulebook says that a student may take exams of a given year only after the semester is certified and all exams of the previous year are passed.
So a student who carries one first-year subject into the second year can attend second-year lectures and earn colloquium points, but cannot sit Physiology, Biochemistry or Microbiology until that first-year exam is done. One open subject quietly becomes a queue of four or five. That is the mechanism behind most of the stories we hear from Belgrade.
The exam format is the second thing to understand. In the English programme the final exam is a written test, and in several subjects a practical part comes first and is eliminatory. A passed practical part is valid for a maximum of one school year. Colloquia during the semester are generally not repeatable, apart from clinical skills colloquia, so points lost in November are lost for good. The final grade is built from up to 100 points, with 51 points as the pass mark.
Students who fall short of the enrolment requirements are not dismissed for that alone. Under the Statute, self-financing students enrol at least 37 ECTS each year and re-enrol the subjects they did not pass. Serbian practice knows the term "uslovni upis" for conditional enrolment, but the regulations for the English programme do not offer a separate conditional year with a credit threshold. In practice, the progression block does the work that a conditional-year rule does elsewhere.
What happens if you are dismissed from the University of Belgrade?
Student status at the University of Belgrade, Faculty of Medicine ends on five grounds: graduation, withdrawal, failing to enrol in a school year, disciplinary expulsion, or not finishing within the maximum period. That maximum is 12 school years for the six-year programme. The dean records the loss of status by a formal decision, and your passed exams stay on your transcript.
For most students the risk is not a dramatic expulsion. It is the slow version: a year that is not enrolled because the fee or the paperwork was not in place, or a long stretch of open exams that pushes the timeline towards the limit. Article 29 of the English-programme rulebook allows a request to extend the deadline up to three times the regular length of the programme. That request has to be made before the deadline runs out.
A formal decision on loss of status does not erase anything you achieved. Every passed exam, every grade and every ECTS credit remains part of your academic record, and the faculty issues a transcript on request. That transcript is the starting point for a transfer. Many receiving faculties can work with it even after the status in Belgrade has ended.
Timing still matters a great deal. Act before the formal decision if you can, while you are still an enrolled student. An active enrolment makes the documents simpler, and it keeps more doors open at the receiving end. Grade objections in Belgrade must be filed within 36 hours, and the dean decides within 24 hours, so there is little room to wait and see. If you sense that the October period will not save the year, call us in September, not in December.
What to do this week if your status in Belgrade is at risk: request a current transcript in English, collect the syllabi of the subjects you passed, write down which exams are open and how many times you sat them, and book a free consultation with Medschool Experts. Do not de-register before a new place is confirmed.
Which subjects do students fail most at the University of Belgrade?
At the University of Belgrade, Faculty of Medicine, the bottleneck subjects are Anatomy and Histology and Embryology in year 1, Medical Physiology and Medical Biochemistry in year 2, and Pathology, Pathophysiology and Pharmacology and Toxicology in year 3. Each of them combines a large volume of material with an eliminatory practical part or a heavy written final test.
Anatomy (year 1). The first real filter. The practical part covers specimens and models and must be passed before the written test. Students who arrive with a weak study rhythm from school usually feel it here first, in the January to February period.
Histology and Embryology (year 1). Microscope work and slide recognition in the practical part, then a large written test. It is often the second subject students carry into the summer.
Medical Physiology and Medical Biochemistry (year 2). Physiology traditionally weights the final exam heavily against pre-exam points, and Biochemistry demands both pathways and clinical correlation. Because of the progression block, students can only sit them once year 1 is complete, so these two often end up crowded into the same September period.
Pathology, Medical Pathophysiology and Pharmacology and Toxicology (year 3). The bridge to the clinical years. Pathology has a practical part with gross specimens and histopathology slides. Pharmacology is the subject that most students describe as pure volume.
From year 4 onwards the clinical subjects bring a different difficulty. The clinical practice in Internal Medicine has to be completed before year 5, and the practice in Surgery with Anaesthesiology before year 6. A missed rotation is therefore a progression problem, not only a grade problem.
What do students criticise about the University of Belgrade?
Students of the University of Belgrade, Faculty of Medicine most often criticise the disruption of the 2024/25 academic year, administration and communication in the English programme, a strongly theoretical approach with limited hands-on clinical skills, mandatory attendance, the language barrier with patients and a fee that has risen to €8,000. These themes recur across student reviews, public discussions and Serbian media coverage.
A disrupted academic year. During the 2024/25 academic year, student blockades, followed by a staff strike in March 2025, suspended teaching at the faculty for months. The faculty council decided to begin make-up teaching on 16 June 2025. Students in the English programme report that they were left without clear timelines for teaching and exams for long periods. For some, a lost semester is exactly why a transfer now makes sense. We help those students move on without losing more time.
Administration and communication. A recurring complaint in student reviews is that organisation feels difficult from the student's side, that answers take long and that much depends on personal persistence. International students describe the English programme as running in the shadow of the much larger Serbian programme. If paperwork has become a second full-time job, a structured partner faculty can feel very different, and we handle the paperwork of the transfer for you.
Theory over practice. Students frequently report that the programme is demanding on paper and lighter on clinical skills training, especially for senior students. Many teachers are also busy clinicians at the Clinical Centre of Serbia, so time for small-group skills teaching can be limited. Students who want more structured skills training often ask us about faculties with smaller groups.
Mandatory attendance and the one-third rule. Attendance is compulsory for practicals and seminars, and more than one third of missed practicals blocks the semester. Students working through illness or family issues describe this as exhausting. A transfer cannot change past absences, but it can stop them from costing a whole year.
Serbian on the wards. Teaching is in English, yet most patients in Belgrade's hospitals speak Serbian. From the clinical years on, students without Serbian report that bedside contact depends heavily on the goodwill of tutors. Our partner universities are experienced with international students in clinical teaching.
Rising costs. Earlier cohorts reported tuition of about €7,000 per year. For 2026/27 the fee is €8,000, and rents in central Belgrade have risen sharply in recent years. For families planning five more years, the difference adds up.
The University of Belgrade also has real strengths. It is Serbia's leading medical faculty, with a century of tradition, a transparent points-based grading system and clinical teaching inside one of the largest hospital complexes in the region.
Failed exams at the University of Belgrade: what now?
If you have failed exams at the University of Belgrade, Faculty of Medicine, first count what is open and in which year. One or two open exams with low ECTS are often compatible with a transfer to a higher year elsewhere. Several open exams across two years usually mean the progression block will cost you a full year in Belgrade.
Start with a simple inventory. Which subjects are open, how many sittings have you used, and which exam period is next? Then ask whether a commission exam is realistic after the third failure. Some students pass with a fresh panel, and it is worth trying if the subject is the only one blocking your year.
The rule of thumb for a transfer is clear. Usually no more than two exams may be open, and their credits must stay below a maximum. Every case is checked individually. Faculties often place transfer students into high years when the curriculum overlap is good, so a failed Physiology exam does not automatically mean starting again in year 1.
What you should not do is let the October period pass without a plan. After October, the next real chance in Belgrade is January to February. That is three to four months in which a transfer could already be prepared.
Why do students consider a transfer from the University of Belgrade?
Students consider a transfer from the University of Belgrade for five reasons: the progression block after failed exams, lost time after the 2024/25 disruption, the cost of €8,000 tuition plus Belgrade rents, the wish for more structured clinical teaching, and personal circumstances. Most cases combine two of them.
- The progression block. One open first-year exam can freeze an entire second year. A faculty with a different structure can place you into the year that matches what you have actually passed.
- Lost time. Students who lost most of a semester in 2025 want to graduate on schedule. Moving to a faculty with a stable calendar is a legitimate way to protect that.
- Money. €8,000 per year is not extreme by European standards, but our partner universities start at €1,750 per semester.
- Teaching style. Some students simply learn better with continuous assessment and smaller groups.
- Life. Family, health, distance from home. Quiet reasons, and valid ones.
None of this says the University of Belgrade is a poor choice. It says that a particular student, at a particular point, may fit better elsewhere.
How are credits from the University of Belgrade recognised (ECTS)?
Credits from the University of Belgrade are awarded in the European Credit Transfer and Accumulation System, called ESPB in Serbian. One year is 60 ECTS and the full programme is 360 ECTS. A receiving faculty compares your passed subjects, their ECTS values and their syllabi with its own curriculum and decides which subjects to recognise and into which year to place you.
Serbia is part of the European Higher Education Area, so the credit logic is familiar to every faculty in Europe. What decides your entry year is not the label but the content. Anatomy taught over two semesters with dissection practice is easy to match. A combined subject such as "Physician in the Community" may need a syllabus to be credited properly. That is why we ask for syllabi early.
A short international comparison helps to see why ECTS is useful. In the European Union and the wider European area, credits are standardised: 60 ECTS per year, around 25 to 30 hours of work per credit, and a transcript that any faculty can read. In the United Kingdom, medical schools work with their own credit frameworks and usually admit students only into year 1, or into year 3 through graduate-entry routes, so transfers between British medical schools are rare and tightly limited. In the United States, medicine is a graduate degree after a four-year bachelor's, credits are counted in semester hours, and transfers between MD programmes happen only in small numbers, mostly into the second or third year and only with a matching curriculum. Against both, the European system is the most open to transfers, and that is the system Belgrade belongs to.
One practical point: the knowledge retention tests after the sixth and twelfth semesters in Belgrade are graduation requirements, not separate credits. They do not need to be recognised elsewhere.
Which universities accept transfer students from the University of Belgrade?
Several of our European partner universities accept transfer students from the University of Belgrade into English-taught medicine, dentistry, pharmacy and veterinary programmes. Medschool Experts has 25+ partner universities in Europe specifically for this situation. We check every profile individually and free of charge, and we match your Belgrade transcript with the curriculum where you lose the least time.
We do not publish a list of destinations, because the right one depends on your record, your budget and your goals. A student with a clean first year and two open second-year exams needs a different faculty from a student who completed three years and lost the fourth semester to the strike. What we can promise is that the comparison is done properly, by people who read Serbian transcripts every month.
Some partner faculties place transfer students into high years when the overlap is strong. Others are particularly good for students who need a calmer exam rhythm. We tell you which applies to you after we have seen your documents.
What does studying at our European partner universities cost compared with the University of Belgrade?
Studying at our European partner universities costs from €1,750 tuition per semester for Medicine and Dentistry, which is from €3,500 per year, compared with €8,000 per year in the English programme at the University of Belgrade in 2026/27. Pharmacy starts from €1,500 and Veterinary Medicine from €3,000 per semester.
| Item | University of Belgrade (English programme) | Medschool Experts partner universities in Europe |
|---|---|---|
| Tuition per year | €8,000 | from €3,500 (from €1,750 per semester) for Medicine and Dentistry |
| Tuition for three remaining years | €24,000 | from €10,500 |
| Living costs per month | approx. €500 to €750 in Belgrade | often approx. €400 to €600 |
| Pharmacy and Veterinary Medicine | Pharmacy from €1,500, Veterinary Medicine from €3,000 per semester | |
| Language of teaching | English | English |
Over three remaining years, the tuition difference alone can reach €13,500. Living costs at many partner locations are similar to or lower than in Belgrade, where rents in the central districts have climbed. These are from-prices, and the exact figure depends on the faculty that fits your record.
We help with the application without loss of time and rescue the career. That is the whole point of a transfer done well.
Can I transfer from the University of Belgrade without losing a year?
Often yes. Students who transfer from the University of Belgrade with no more than two open exams can usually continue in the matching year or close to it, because faculties often place transfer students into high years. Whether you lose time depends on your passed subjects, their ECTS and the overlap with the new curriculum.
The progression block in Belgrade actually works in your favour here. Many students have passed more of the following year than their official year suggests: colloquia, practical parts, clinical rotations. A receiving faculty looks at the full picture. Sometimes a student who is formally stuck in year 2 in Belgrade enters year 3 elsewhere.
The earlier we see your transcript, the more options remain. A transfer planned in spring for the winter semester is a calm process. One planned in late September is still possible, but tighter.

Book a Free Transfer ConsultationCan I continue towards the USMLE, the UK or the Gulf after leaving the University of Belgrade?
Yes. A transfer from the University of Belgrade does not close the door to the USMLE, to postgraduate training in the United Kingdom or to a career in the Gulf states. Some of our partner universities have very strong USMLE preparation, with pass rates of up to 100 % among their students in the last two years.
For the United States, what matters is that your final medical school is listed in the World Directory of Medical Schools and meets the requirements for ECFMG certification. For the United Kingdom, graduates of European medical schools usually take the licensing route set by the General Medical Council. The Gulf states assess degrees through their own licensing exams and prefer graduates from established state-accredited universities. We take your target country into account before we suggest a faculty.
If the USMLE is your plan, tell us at the start. It changes which partner university makes sense.
How does a transfer from the University of Belgrade work with Medschool Experts, step by step?
A transfer from the University of Belgrade with Medschool Experts runs in six steps and usually takes four to seven months: a free consultation, a review of your transcript and syllabi, matching with the best entry year, a concrete offer, credit recognition at the new faculty, and your first day there. You stay enrolled in Belgrade until the new place is confirmed.
- Free consultation. We talk about your situation, your open exams and your goal. No obligation.
- Transcript review. You send your Belgrade transcript and the syllabi of passed subjects. We read them against partner curricula.
- Matching. We identify where the highest entry year is realistic and where your open exams are least of a problem.
- Offer and decision. You receive a concrete proposal with costs and timing, and you decide.
- Credit recognition. We prepare the recognition file with the receiving faculty, so subjects are credited correctly.
- First day. Housing, arrival, enrolment. Only then do you formally close your file in Belgrade.
A study transfer is a complex undertaking, and it does not have to be a lonely one. Our team has done this many times for students from Serbian faculties.
The author's view
I started dentistry in Sofia at 24, older than most of my year, and I remember the feeling of an exam list on a noticeboard that decided whether the next twelve months would make sense. Belgrade's progression block reminds me of that feeling. It is not a harsh rule on paper. It just turns one bad exam into a long wait, and waiting is the thing ambitious students handle worst.
When students from the University of Belgrade write to us, they rarely complain about the level of teaching. They talk about time: a semester lost in 2025, a Physiology exam they could not sit because Anatomy was still open, a fee that keeps rising while the graduation date moves away. I take that seriously. A strong faculty can still be the wrong place for a particular student at a particular moment.
My advice is plain. Get your transcript, count your open exams and talk to us before the next exam period, not after it. You keep everything you have passed. And there is almost always a way to continue medicine without starting again.
Summary
- A transfer from the University of Belgrade, Faculty of Medicine is possible in 2026, and passed exams and ECTS credits stay on your transcript.
- The University of Belgrade has six exam periods a year and allows a commission exam after three failed sittings; from the fourth sitting each attempt is charged.
- The main trap at the University of Belgrade is the progression block: next-year exams stay closed until all exams of the previous year are passed.
- Student status at the University of Belgrade ends, among other reasons, after 12 school years without graduating or when a school year is not enrolled.
- Tuition in the English programme at the University of Belgrade is €8,000 per year in 2026/27; our European partner universities start at €1,750 per semester.
- Medschool Experts plans the transfer from the University of Belgrade in six steps over four to seven months, and the consultation is free.
Conclusion
The University of Belgrade is a demanding faculty with a strong name, and leaving it is never a light decision. But a blocked year, a lost semester or a budget that no longer works are real reasons, and there is a well-trodden path forward. Your passed exams travel with you.

Frequently Asked Questions about a transfer from the University of Belgrade
Do I need an agency to transfer from the University of Belgrade?
You do not legally need one, but a transfer from the University of Belgrade involves Serbian transcripts, syllabi and different curricula, and small mistakes cost semesters. Medschool Experts matches your record with partner universities in Europe, prepares the recognition file and plans the timing. The consultation is free.
Will I lose a year if I transfer from the University of Belgrade?
Not necessarily. With no more than two open exams, many students continue in the matching year or close to it, because faculties often place transfer students into high years. The progression block in Belgrade sometimes means you have achieved more than your official year shows.
I failed a year or was dismissed from the University of Belgrade. Can I still transfer?
Yes. A decision on loss of status does not erase your passed exams, which stay on your transcript. Act as early as possible, ideally before the formal decision, because an active enrolment simplifies the documents. We check every case individually.
How many credits do I need to transfer from the University of Belgrade?
There is no single number. A full year in Belgrade is 60 ECTS. As a rule of thumb, usually no more than two exams may be open and their credits must stay below a maximum. The entry year depends on the overlap between your passed subjects and the new curriculum.
Which documents do I need from the University of Belgrade?
Typically a current transcript of records, ideally in English, the syllabi of the subjects you passed and proof of your current enrolment status. We tell you exactly what your receiving faculty needs after the first review, so you do not collect papers for nothing.
What does the consultation with Medschool Experts cost?
Nothing. The first consultation and the initial review of your University of Belgrade transcript are free and without obligation.
How many resits does the University of Belgrade allow?
The English-programme rulebook sets no fixed maximum. After three failed sittings of the same exam you may ask for a commission of at least three examiners, and from the fourth sitting each attempt is charged. In practice, the limit is the progression block and the maximum study period of 12 school years.
Can I still take the USMLE after transferring from the University of Belgrade?
Yes. Some of our partner universities offer very strong USMLE preparation, with pass rates of up to 100 % in the last two years. Tell us early if the United States is your goal, so we choose the right faculty.
How do the costs compare with the University of Belgrade?
The English programme at the University of Belgrade costs €8,000 per year in 2026/27. Our European partner universities start at €1,750 per semester for Medicine and Dentistry, €1,500 for Pharmacy and €3,000 for Veterinary Medicine.
When should I start planning a transfer from the University of Belgrade?
As soon as you see that the September or October exam period may not close your year. A transfer usually takes four to seven months, so spring planning for the winter semester is ideal. Do not de-register before the new place is confirmed.
Is the 2025 strike at the University of Belgrade a reason to transfer?
For some students, yes. Teaching was suspended for months in 2024/25 and make-up teaching started in June 2025. If you lost time and want to graduate on schedule, a structured partner faculty can help you recover it.
