Riga Stradins University medicine: exam rules
Key facts
- Interim tests in regular courses: up to 3 attempts per semester (Study Regulations I, point 3.11)
- Final exams in regular courses: up to 2 attempts, the second one free (point 3.12)
- A failed exam can be retaken once for free before a commission of at least two teachers (point 7.1)
- Appeal against an exam result: within 72 hours, for state exams within 24 hours (point 9.3)
- International students: continuation after a failure for up to 4 consecutive semesters (Rector's Decree No. 1-PB-2/409/2023)
- Tuition for Medicine for international students in 2026/2027: €13,500 per year
In short: At Riga Stradins University, Medicine students have up to three attempts at an interim test per semester and two attempts at a final exam in regular courses. The second final attempt is free. A failed exam can also be retaken once for free before a commission of at least two teachers. These rules come from the RSU Study Regulations I.
Medicine at RSU takes six years, or 12 semesters, and carries 360 ECTS. The English-taught programme follows the same Study Regulations as the Latvian-taught one. Latvian national law, mainly the Law on Higher Education Institutions, sets the frame, and the university fills it with its own regulations.
| Topic | Rule at RSU (Study Regulations I) | Point |
|---|---|---|
| Interim test, regular course | Up to 3 attempts per semester: first regular, second free, third free before a commission of at least two teachers | 3.11 |
| Final exam, regular course | Up to 2 attempts, the second free | 3.12 |
| Retake after a failed exam | One free retake before a commission of at least two teachers, no commission for electronic exams or OSCE | 7.1 |
| When retakes are possible | During the exam session and any extension of the session | 7.3 |
| Missed exam | Counts as an attempt unless the absence is excused | 3.13, 3.15 |
| Review of your paper | Within 3 working days after results are announced | 5.8 |
| Appeal | Within 72 hours of the grade, for state exams within 24 hours | 9.3 |
| Decision on appeal | Appeal commission decides within 5 working days | 9.14 |
| Course cannot be completed | Dean may stop studies in the course; repeat it for a fee in the next year or semester | 3.16.1 |
The version of the Study Regulations I cited here is the one dated 1 March 2023. RSU updates its regulations regularly, so check the current text in your student portal before you rely on a point number.

Failed an exam at RSU? Know your options before the next attempt
Medschool Experts organises transfers from Riga Stradins University to partner universities in Europe. In a free consultation we check which of your passed subjects count and which year you can enter.
Book a Free Transfer ConsultationAcademic debt at RSU
In short: At Riga Stradins University, academic debt means unmet course obligations or unpassed assessments, and it can lead to exmatriculation. Final exams can only be taken after the interim tests are passed. If the dean stops your studies in a course, you repeat it for a fee in the next academic year or semester while the other courses continue.
In programmes that use the modular system, the rules are stricter at the end of the study year. Then at most two debts are allowed: one in a compulsory course and one in an elective. Debts are cleared in January for the autumn semester and in June for the spring semester. Students with debts at the start of the final semester cannot defend the final thesis, and the programme director may propose exmatriculation (points 3.25, 3.29 and 7.7).
Consultations with lecturers count as an official way to correct academic debts (point 2.18). Use them early, before the commission retake.
Repeating a year at RSU as an international student
In short: International students at Riga Stradins University who fail their academic obligations may apply to the dean to continue instead of being excluded. Rector's Decree No. 1-PB-2/409/2023 of 11 August 2023 allows up to four consecutive semesters, counting the failed one, and an extension of the programme by no more than two years.
The decree sets out how continuation works:
- You apply to the dean, who weighs unfinished obligations, learning outcomes, absences and other circumstances (point 2).
- If the dean agrees, your contact person prepares an amendment to the study contract with an individual study plan (point 3).
- You complete the unfinished obligations in the next semester, in the winter or summer intake, with the relevant student group (point 3.1).
- If you passed no interim exam, you repeat the whole course. If you passed the interim exams but not the final, the dean decides whether you repeat the course or only the final exam. If you fail that final again, the whole course must be repeated (points 3.1.1 and 3.1.2).
- Tuition for unfinished obligations follows the tuition fee of the current academic year (point 3.3).
Exclusion after academic failure is optional, not mandatory. That is the part many students miss: the dean has room to decide.
Exmatriculation at Riga Stradins University
In short: Riga Stradins University can exmatriculate a student who does not complete required exams or study tasks within the set deadlines (Internal Rules, point 9.1.2). Other grounds include unpaid tuition, not resuming studies after study leave and disciplinary breaches. Exmatriculation decisions are issued by the vice-rector after informing the dean.
| Ground for exmatriculation | Point |
|---|---|
| Written request of the student | 9.1.1 |
| Required exams or study tasks not completed within the deadlines | 9.1.2 |
| Financial obligations not settled within the deadlines | 9.1.3 |
| Studies not resumed when study leave ends | 9.1.4 |
| Breach of internal regulations (disciplinary liability) | 9.1.5 |
| Programme completed, degree earned | 9.1.9 |
A student who misses a tuition deadline without applying for an extension is exmatriculated one month after the deadline (point 6.10). Failing the state exam, or not being admitted to it because of unmet obligations, also ends the student status (Study Regulations I, points 8.5 and 8.6).

Check My Transfer OptionsRestoration and appeals at RSU
In short: A student exmatriculated from Riga Stradins University can resume studies within two years of exmatriculation (Internal Rules, point 10.3). The application is due no later than five working days before studies resume. If courses of the study year were not passed, you sign a new contract and pay for the unfinished courses.
- Restoration: apply at least five working days ahead, settle debts such as service fees, library books and the previous year's tuition (points 10.1.1 and 10.1.3).
- Only the final exam failed: you pay only for that exam (point 10.1.2).
- Appeal against exmatriculation: to the Academic Arbitration Court, whose rulings can go to court under the Administrative Procedure Law (point 9.4).
- Appeal against a disciplinary decision of the rector: within one month of notification (point 5.12).
- Appeal against an exam grade: within 72 hours (Study Regulations I, point 9.3).
Study leave and illness at RSU
In short: Riga Stradins University grants study leave for medical, social or family reasons, for pregnancy, childbirth or childcare, and for studies at a foreign university. Leave lasts up to one academic year and can be granted twice per study stage. It is refused if you have failed courses, academic debts or unpaid tuition.
For illness, the Study Regulations I distinguish two cases. A planned absence needs a request at least two weeks ahead with supporting documents, and the dean answers within five working days (point 3.14). For an unplanned absence, show your sick-leave document to your contact person within five working days of your return, and the dean is informed if the absence exceeds three weeks (point 3.15). Before an exam, you can also ask for a change of time or format for objective reasons such as health (point 5.5).
Study leave helps in the right moment. It does not help once a debt exists, because leave is refused in that case. Talk to your dean before the debt arises.
Why students get stuck in Medicine
In short: Medicine students at Riga Stradins University who struggle rarely lack ability. Typical reasons are the pace of the first years, a mismatch between learning style and exam format, language of instruction, health and personal circumstances. None of them says anything about your future as a doctor.
I started dental medicine in Sofia in 2015, at 24, years after most of my classmates, and graduated in 2021. A slower start says nothing about the doctor you will become. A programme can be excellent and still not fit your pace this year.
Switch early: checklist
In short: The earlier you decide to transfer from Riga Stradins University, the more of your passed subjects can count. Medschool Experts needs your transcript, your syllabi and your study contract to check the entry year at a partner university. Every case is checked individually.
- Request your transcript of records and a confirmation of your current semester.
- Collect the syllabi of every passed course, with hours and ECTS.
- Keep your study contract and the amendment, if you signed one.
- Do not sign an exmatriculation request before you know your alternative.
- Book the free transfer consultation with Medschool Experts.
Next four weeks
In short: In the four weeks after a failed exam at Riga Stradins University, use the free retake, speak to your dean about continuation, and ask Medschool Experts for a free transfer check in parallel. A plan with two options removes the pressure of a single last attempt.
- Week 1: read your result, use the review of your paper (3 working days) and decide whether an appeal within 72 hours makes sense.
- Week 2: book the commission retake and talk to your dean about the options in the decree for international students.
- Week 3: collect transcript and syllabi, and send them to Medschool Experts.
- Week 4: compare your options: continue at RSU with an individual plan, or transfer with a placement in a higher year.

Returning home with an EU degree

The national licensing body of your home country decides on registration, and the documents differ slightly from country to country. We tell you before you enrol which papers you collect during your studies.
Costs of continuing Medicine
In short: Medicine at Riga Stradins University costs international students €13,500 per year in 2026/2027. Medschool Experts offers English-taught Medicine and Dentistry from €1,750 tuition per semester, Pharmacy from €1,500 per semester and Veterinary Medicine from €3,000 per semester at partner universities.
Repeating a course at RSU is paid at the tuition fee of the current academic year (Decree No. 1-PB-2/409/2023, point 3.3). Compare that with a transfer before you decide. It does not have to be expensive.

When I began dental medicine in Sofia in 2015, I was 24, years older than most of my classmates. I graduated in 2021. I am a federally recognised dentist and the founder and owner of Medschool Experts. A failed exam is a result on one day. The regulations at RSU leave room: a free retake, an individual study plan, a decision by the dean. Use that room, and keep a second option ready.
Summary
Riga Stradins University gives Medicine students up to three attempts at interim tests, two at final exams and a free commission retake. International students can continue for up to four consecutive semesters after a failure.
Exmatriculation ends the student status for missed exam deadlines, unpaid tuition or a disciplinary breach, and restoration is possible within two years. A transfer is possible, and Medschool Experts organises it.

Study medicine abroad: Marcel's own path
Born in Stuttgart, Marcel started his degree late: at 24 he enrolled at the Medical University of Sofia, Faculty of Dental Medicine, and graduated in 2021 from the English-language programme. He went through the same steps his clients face today — nostrification of school certificates, entrance interviews, finding a flat in Sofia and later the recognition of a foreign degree. In Switzerland he completed the federal recognition procedure and holds a Swiss dental licence.
What Marcel does at Medschool Experts
Today Marcel lives in Bern and runs Medschool Experts full-time. He visits every partner university in person, negotiates placement agreements directly with faculties and deans, and leads the free consultations in which applicants learn at which university they can start next semester. His YouTube channel on studying medicine abroad has helped thousands of applicants compare universities, costs and recognition.
Topics Marcel writes about
- Study medicine abroad without an entrance exam: universities, costs and admission
- Study dentistry, veterinary medicine or pharmacy in Europe in English
- Tuition fees and living costs at medical schools in Europe and worldwide
- Recognition of foreign medical degrees in the EU, Switzerland, the UK and the US
