Chinese heritage and studying medicine or dentistry in Europe: GMC/GDC registration after Brexit and licensing in mainland China and Hong Kong.

Britain's Chinese community is one of the oldest in the country, built over generations by families from Hong Kong, and more recently from mainland China, who settled from the 1950s onward. If you've grown up in that community and are studying medicine or dentistry at a university abroad in Europe, you've probably thought mainly about how that degree will work once you're back in the UK. Fewer people stop to ask the second question: what would it take to also be able to practise in China one day, if life ever took you there.

Nobody is suggesting you need an answer now. But degree recognition rules rarely change quickly, and understanding both systems while you're still studying means the option stays open rather than closing quietly by default. This article walks through both, and Hong Kong separately, since it runs its own licensing system entirely.

Since the UK left the EU, a medical or dental degree earned anywhere in Europe, including at an EU university, is no longer automatically recognised by UK regulators. Before Brexit, an EU-earned primary medical qualification could lead to GMC registration through a comparatively light mutual-recognition process. That automatic route for new graduates is gone. What replaces it depends on which regulator you're dealing with and, for the GMC, on transitional arrangements that are gradually narrowing.

GMC Registration After Brexit: Why an EU Degree No Longer Registers Itself

The General Medical Council still allows a streamlined application for doctors holding what it defines as a "relevant European qualification" from an EEA-listed medical school, provided the degree was covered under the old mutual recognition rules before the end of the Brexit transition period. If you qualify under that definition, you'll still need to submit evidence of your primary qualification, proof of completed internship or foundation-equivalent training, a certificate of good standing, and English language proof, and since May 2024 the GMC has also charged EU applicants the same fees as other international graduates. It's a real pathway, but it's not automatic recognition in the pre-2020 sense, and the GMC has signalled these transitional terms won't last indefinitely.

PLAB 1, PLAB 2 and the Medical Licensing Assessment Standard

For most graduates of a non-UK medical school, including newer EU graduates who fall outside the transitional arrangement, the route to full GMC registration runs through the Professional and Linguistic Assessments Board test. PLAB 1 is a written knowledge exam, PLAB 2 an objective structured clinical examination testing consultation and practical skills. Both are now set to the same UK Medical Licensing Assessment standard that UK medical schools' own final exams must meet, so PLAB and a UK degree are assessed against one shared bar rather than two separate ones. Passing both parts within the required window, alongside evidence of an internship, is what the GMC asks for before granting full registration.

English Language Proof, and What PLAB Does Not Get You

Before sitting PLAB, candidates need to demonstrate English proficiency, typically through IELTS (a high overall band with strong scores in each component) or the OET. It's also worth being clear-eyed about what passing PLAB actually grants: GMC registration and a licence to practise, not automatic entry into the Foundation Programme that UK medical graduates go through. Foundation Programme places for international medical graduates are allocated separately and competitively, so most PLAB-qualified doctors build their early UK career through other routes into training or service posts.

Dentistry's Equivalent: The GDC and the Overseas Registration Exam

Dentists follow a parallel but separate system under the General Dental Council. EU-qualified dentists whose degree was recognised under the old EU rules before the end of 2020 currently benefit from arrangements that continue for a defined transitional period, though the GDC has been clear that this won't run indefinitely. Outside that window, the standard route is the Overseas Registration Exam, a two-part exam testing knowledge and clinical skills, alongside English language proof. Waiting lists for ORE sittings have been a known bottleneck, and the GDC has been expanding capacity, so timelines are worth checking close to when you'd actually need them.

Mainland China: The National Medical Examination and the Paperwork Before It

China's system for practising as a doctor is centred on the national physician qualification examination, administered under the National Health Commission's examination structure. It is the same exam Chinese-trained doctors sit, split by category into clinical, traditional Chinese medicine, and dental (stomatology) tracks, and it's set and marked in Mandarin.

Getting Your European Degree Authenticated First

Before a mainland Chinese national with a foreign medical degree can register for that exam, the degree itself has to be authenticated through the Ministry of Education's Chinese Service Center for Scholarly Exchange (CSCSE), the body that verifies foreign qualifications against Chinese institutions and standards. This authentication step is the gatekeeping stage of the whole process, since without it the exam registration simply isn't open to you. Once the CSCSE authentication is in hand and the degree and any required clinical training satisfy China's Physician Law, mainland Chinese citizens with a foreign degree sit the same national exam as everyone else, under the same conditions.

What Stays Genuinely Uncertain

This is a less internationally documented system than the UK's, and the finer points, such as whether a supervised clinical period in a Chinese hospital is expected beyond CSCSE authentication, how strictly the Mandarin-medium exam is applied to candidates trained entirely in English, and how rules differ for someone who is a UK citizen of Chinese descent rather than a Chinese national, genuinely depend on current administrative practice and your specific citizenship situation. These are worth raising directly with a specialist rather than assumed from general guidance.

Hong Kong Runs a Separate System Entirely

If your family background is specifically Hong Kong rather than mainland China, the relevant authority is the Medical Council of Hong Kong, not the mainland's National Health Commission process. Overseas graduates seeking to practise in Hong Kong sit the Licensing Examination, which covers professional knowledge, medical English proficiency, and a clinical component, followed by a supervised assessment period, leading to the Licentiate of the Medical Council of Hong Kong. It's a distinct pathway with its own vetting, timeline, and pass structure, so if this applies to you, it's worth mentioning your Hong Kong heritage specifically in a consultation rather than assuming the mainland process applies.

Two Systems, One Degree, and Time on Your Side

None of this needs deciding now. What matters while you're still studying in Europe is choosing a degree and a university whose structure and documentation keep both doors realistically open, the UK one you'll likely walk through first, and the Chinese or Hong Kong one that might matter years from now if your life or family circumstances change.

If you'd like to talk through how your specific background, whether mainland Chinese, Hong Kong, or a mix within your own family, affects the practical detail of either pathway, we offer a free, individual consultation. Get in touch and we'll look at your situation together.

Marcel Kloos

Swiss-licensed dentist, founder and owner of Medschool Experts

Marcel Kloos is the founder and owner of Medschool Experts, a placement agency for medicine, dentistry, veterinary medicine and pharmacy degrees abroad. Since 2021 the team has secured more than 500 study places at over 25 partner universities in Europe and worldwide.

Study medicine abroad: Marcel's own path

Born in Stuttgart, Marcel started his degree late: at 24 he enrolled at the Medical University of Sofia, Faculty of Dental Medicine, and graduated in 2021 from the English-language programme. He went through the same steps his clients face today — nostrification of school certificates, entrance interviews, finding a flat in Sofia and later the recognition of a foreign degree. In Switzerland he completed the federal recognition procedure and holds a Swiss dental licence.

What Marcel does at Medschool Experts

Today Marcel lives in Bern and runs Medschool Experts full-time. He visits every partner university in person, negotiates placement agreements directly with faculties and deans, and leads the free consultations in which applicants learn at which university they can start next semester. His YouTube channel on studying medicine abroad has helped thousands of applicants compare universities, costs and recognition.

Topics Marcel writes about

  • Study medicine abroad without an entrance exam: universities, costs and admission
  • Study dentistry, veterinary medicine or pharmacy in Europe in English
  • Tuition fees and living costs at medical schools in Europe and worldwide
  • Recognition of foreign medical degrees in the EU, Switzerland, the UK and the US
  • Transferring between medical schools and returning home into a higher semester

All articles by Marcel Kloos are based on first-hand visits to the universities, placement data from Medschool Experts and conversations with current students. Book a free consultation to discuss your own path.
