Medical Degree Recognition in the UK and Romania: A Guide for British-Romanian Families

Medical Degree Recognition in the UK and Romania: A Guide for British-Romanian Families

How a medicine or dentistry degree earned abroad in Europe gets recognised for practice in the UK and in Romania, explained for British-Romanian families.

Romanians make up one of the largest EU-origin communities in the UK, and many British-Romanian families have watched a son or daughter set their sights on medicine or dentistry. Because competition for places at home is so fierce, a growing number study abroad in Europe instead, often somewhere they can complete a full programme taught in English.

What follows is not a pitch for any particular university. It is an explanation of what actually happens to that degree afterwards, both in the UK where the family lives now and in Romania where part of the family is from. Understanding both systems now means the choice to work in either country later stays genuinely open.

Since Brexit, the UK no longer treats a medical or dental degree earned anywhere in the EU as automatically valid for practice. A graduate with a Romanian passport, a British one, or both, now faces the same route into the UK medical or dental register as any other overseas-trained graduate. Where the degree was earned, inside or outside the EU, no longer changes that on its own.

Why an EU Degree No Longer Walks Straight Onto the GMC Register

Before 2021, a primary medical qualification from an EU or EEA state gave near-automatic entry to the General Medical Council's register. That ended with Brexit. Anyone who studied medicine outside the UK now proves their competence through the same assessment as graduates from anywhere else in the world, whether the university sat in Cluj, Bucharest, or further afield.

Sitting PLAB 1 and PLAB 2 Under the MLA Standard

The standard route is the PLAB test. PLAB 1 is a written exam of clinical knowledge and decision-making questions. PLAB 2 is a practical exam of simulated patient stations testing history-taking, examination and communication. Since the UK Medical Licensing Assessment was introduced, both parts are set against the same content standard UK medical schools use for their own final-year students, so overseas and UK graduates are measured against one shared bar.

The English Test Nobody Can Skip

Before sitting PLAB, applicants must prove their English through IELTS Academic (overall 7.5, no component below 7) or OET (grade B across all four skills). For someone raised bilingually in a Romanian household in the UK this is rarely a real hurdle, but the certificate still has to be produced formally.

What Passing PLAB Actually Gets You

Clearing both parts, plus the language evidence and supporting documents, leads to full GMC registration with a licence to practise. It does not by itself secure a place on the UK Foundation Programme, which is reserved mainly for UK and Irish medical school graduates. Most PLAB-qualified doctors start in a trust grade post instead and build specialty training applications from there.

The Separate Path for Dentistry: GDC Registration and the ORE

Dentistry runs on its own system. The General Dental Council still allows a transitional recognition window for EEA dental qualifications already listed under the old EU framework, but that arrangement is time-limited and under review. Outside it, the standard route is the Overseas Registration Exam, run in a written and a practical clinical part, alongside the alternative Licence in Dental Surgery route. The GDC has recently been expanding capacity for both after waiting lists grew long. English proof through IELTS or OET applies here too.

What Changes if the Degree Itself Is Earned in Romania

Nothing about the UK process cares whether the degree came specifically from Romania. It is treated exactly like a degree from any other European country: PLAB or the ORE applies regardless. Romanian heritage neither shortcuts the UK side nor complicates it.

How the Same Degree Is Received Back in Romania

Romania's position is the mirror image of the UK's, and it hinges on where the degree was earned rather than on the graduate's nationality.

Automatic Recognition for a Degree Earned Elsewhere in the EU

Because Romania remains an EU member, a medical or dental degree earned in another EU or EEA country is recognised automatically under Directive 2005/36/EC as amended. The Colegiul Medicilor din România, working with the Ministry of Health, issues the certificates confirming the qualification and its professional rights are valid, without retesting clinical knowledge. Someone who studies in Germany, Italy, Hungary or Bulgaria and later registers in Romania goes through this administrative confirmation rather than a fresh exam.

Why a UK-Earned Degree Now Sits Outside That Track

A degree earned in the UK no longer qualifies for the automatic route, since the UK is no longer an EU or EEA state. It falls under Romania's rules for third-country qualifications instead, meaning a case-by-case equivalence process run jointly by the Ministry of Health and the Colegiul Medicilor, checking that the UK training was comparable in content and length to Romanian training and awarded by a recognised authority.

A Newer, Shorter Lane for UK-Trained Doctors

Because so many Romanian doctors trained or specialised in the UK and are now weighing a return home, Romanian lawmakers have moved to add the UK to the shorter list of third countries, alongside the United States, Canada and Australia, whose specialist qualifications can be equivalenced through a more established procedure than the general non-EU review. This is not automatic recognition. The applicant still has to meet Romania's legal requirements to practise and show the UK training was genuinely comparable, with the Ministry of Health and the Colegiul Medicilor still making that call. What it offers is a clearer, faster-moving lane than the process someone from a country without such an arrangement would face.

The Romanian Language Requirement

For a non-EU-earned degree, Romanian authorities generally also expect proof of Romanian language proficiency before clinical practice is licensed, since patient care happens in Romanian. For someone who grew up speaking it at home this is often a formality; for a less confident heritage speaker, it is worth preparing for as a genuine requirement.

Citizenship Sets the Starting Point, Not the Rules

Holding a British passport, a Romanian one, or both makes no difference to which track a degree falls into. What matters is where it was earned. A dual UK-Romanian citizen studying in Romania or elsewhere in the EU keeps the automatic route open on the Romanian side while still needing PLAB or the ORE for the UK. Studying in the UK keeps UK registration straightforward but means facing the third-country process to register in Romania later. Weighing both outcomes before choosing where to study keeps the most doors open.

Keeping Both Countries Within Reach

None of this is a reason to rule either country out. Thousands of doctors and dentists move between the UK and Romania every year, and the routes described here, PLAB or the ORE on one side, the EU automatic track or the newer UK equivalence lane on the other, exist precisely because that movement is common enough to need a clear process. Circumstances change over the course of a career, and a decision made at eighteen about where to study does not have to close off either option for good.

Marcel Kloos

Swiss-licensed dentist, founder and owner of Medschool Experts

Marcel Kloos is the founder and owner of Medschool Experts, a placement agency for medicine, dentistry, veterinary medicine and pharmacy degrees abroad. Since 2021 the team has secured more than 500 study places at over 25 partner universities in Europe and worldwide.

Study medicine abroad: Marcel's own path

Born in Stuttgart, Marcel started his degree late: at 24 he enrolled at the Medical University of Sofia, Faculty of Dental Medicine, and graduated in 2021 from the English-language programme. He went through the same steps his clients face today — nostrification of school certificates, entrance interviews, finding a flat in Sofia and later the recognition of a foreign degree. In Switzerland he completed the federal recognition procedure and holds a Swiss dental licence.

What Marcel does at Medschool Experts

Today Marcel lives in Bern and runs Medschool Experts full-time. He visits every partner university in person, negotiates placement agreements directly with faculties and deans, and leads the free consultations in which applicants learn at which university they can start next semester. His YouTube channel on studying medicine abroad has helped thousands of applicants compare universities, costs and recognition.

Topics Marcel writes about

  • Study medicine abroad without an entrance exam: universities, costs and admission
  • Study dentistry, veterinary medicine or pharmacy in Europe in English
  • Tuition fees and living costs at medical schools in Europe and worldwide
  • Recognition of foreign medical degrees in the EU, Switzerland, the UK and the US
  • Transferring between medical schools and returning home into a higher semester
