Semmelweis Budapest 2026: human medicine, dentistry and pharmacy in German, costs, programme structure and where the degree lets you practise.

Semmelweis University in Budapest is the best-known location in Europe for a German-language medical degree. Human medicine has been taught there in German since 1983, dentistry since 1987 and pharmacy since 2011. Anyone looking into it today finds mainly semester prices online and attractive pictures of the Danube — but rarely the answer to the question that ultimately counts: where are you allowed to work with this degree afterwards?

That is exactly what this location portrait is about. We look at programmes, languages, costs and course structure — and then, in detail, at recognition in Germany, Austria, Switzerland, the rest of Europe, and in the USA, Canada, the United Kingdom and Australia. In each case separately for doctors, dentists, pharmacists, psychologists and veterinarians, because these five professions follow completely different recognition routes. All figures: as of August 2026.

Why Budapest plays a special role for German-speaking students

Semmelweis University was founded in 1769 as the medical faculty of the University of Nagyszombat, making it older than most German faculties in their present form. It bears the name of Ignáz Semmelweis, the physician who introduced hand disinfection into obstetrics in the nineteenth century and thereby saved thousands of lives.

For German-speaking applicants, however, a different date is decisive: 1983. Since that year there has been a fully German-language medical programme in Budapest. This is not a marginal offering but a programme that has grown over four decades, with its own administration, its own teaching staff and a very large alumni community in Germany, Austria and Switzerland.

In the international rankings for 2026, Semmelweis University sits at rank 251–300 worldwide and at rank 176–200 in the Medical & Health subject area — a rise of twenty places compared with 2025. In 2025, pharmacy places 51–75 worldwide. Those are figures many German faculties do not reach.

Which programmes are offered in Budapest — and in which language?

Dentistry5 years / 10 semesters314Germandr. med. dent.
Pharmacy5 years / 10 semesters300Germandr. pharm.
Psychology (Systemic Psychology MSc, Psychobiology MSc)Master's–English onlyMSc
Veterinary medicinenot offered by Semmelweis University–––

One important note that many overview pages leave out: there is no German-language psychology programme at Semmelweis University. The psychology master's programmes run in English, and the bachelor's programmes of the Faculty of Health Sciences predominantly in Hungarian.

Veterinary medicine likewise does not belong to Semmelweis University. Anyone wanting to become a vet studies in Budapest at the independent University of Veterinary Medicine (Állatorvostudományi Egyetem, Univet for short), founded in 1787. It runs a German-language programme of around 5.5 years leading to the title dr. vet., with EAEVE accreditation, the European subject accreditation for veterinary medicine. Tuition there in 2026 is around 12,480 euros per academic year.

The clinical stage in Germany: Hamburg and Kaiserslautern

One distinctive feature that hardly any other European location offers: Semmelweis University operates two clinical sites in Germany. In both cases the degree remains a Semmelweis diploma.

LocationStructureFee per semester
Budapestall six years of study in Hungary9,340 euros
Asklepios Campus Hamburgpre-clinical years in Budapest, clinical stage from the 5th semester in Hamburg, final practical year in the Asklepios hospitals and across Europe8,900 euros
Medical School Kaiserslautern at Westpfalz-Klinikumthree years Budapest, three years Kaiserslautern; started in the 2025/26 winter semester9,340 euros

For many students that is the real appeal of this location: you start abroad without a grade cut-off, but spend the patient-facing part of the programme inside the German healthcare system — with German patients, German documentation and German specialist standards. Which of these three routes suits you and what requirements apply to each is something we look at together in a free consultation.

What does studying at Semmelweis University cost?

ItemAmount 2026/27
Application fee250 euros one-off
Enrolment fee230 euros one-off
Human medicine9,340 euros per semester
Dentistry9,340 euros per semester plus 1,180 euros (semesters 3–4) or 2,350 euros (semesters 5–10) in instrument and materials fees
Pharmacy5,820 euros per semester plus around 370–740 euros in materials fees
Living costs in Budapestaround 700–900 euros per month living frugally, 1,100–1,400 euros with your own studio

Over the full standard duration this gives around 112,000 euros in tuition alone in human medicine, around 110,000 euros in dentistry and around 58,000 euros in pharmacy. On top of that come living costs of roughly 8,500 to 17,000 euros per year. The university publishes its fee table for semesters 1 to 10; for the sixth year of the human medicine programme, the current rates should be checked again before you decide.

Budapest is therefore not the cheapest location in Europe — but it is one of the few where you can study medicine entirely in German. How that compares with other locations is shown in our overview of tuition fees in Europe.

How the medical programme in Budapest is structured

ModuleYear of studyContent
Theoretical module1–2Anatomy, physiology, chemistry, biological foundations
Pre-clinical module3Pathology, pharmacology, clinical diagnostics
Clinical module4–5all clinical disciplines taught in blocks
Final practical year6Internal medicine, surgery, paediatrics, gynaecology, neurology, psychiatry

Two points are particularly important for German-speaking students. First: medical terminology is a compulsory subject in the first semester — the university explicitly gives as the reason that this meets the requirements of the German licensing regulations. That is a detail which can be worth its weight in gold later if you transfer to Germany.

Second: Hungarian is a compulsory subject. Medical students take "Hungarian Medical Terminology" in the first four semesters and sit an oral final examination at the end of the fourth semester; dentistry students take it in the first six semesters, with written and oral examinations. The reason is practical: from the third year of study, patient consultations are on the timetable, and Hungarian patients in Budapest speak Hungarian. "German-language programme" therefore does not mean "without Hungarian". Anyone completing the clinical stage in Hamburg or Kaiserslautern largely avoids this point.

Where may you work as a doctor with a degree from Semmelweis University?

The Hungarian medical diploma "Okleveles orvosdoktor oklevél (dr. med)" is listed by name in Annex V of the EU Professional Qualifications Directive 2005/36/EC, point 5.1.1, with the reference date 1 May 2004 — the day Hungary joined the EU. From that follows automatic recognition in all EU and EEA states: no knowledge test takes place, and the authority checks only the formalities.

CountryStatusCompetent bodyWhat else is required
Germanyautomatic recognitionlicensing authority of the federal stateapplication for the German medical licence (Approbation); language requirements are set by state law and are unproblematic in practice with a German-language degree
Austriaautomatic recognitionAustrian Medical Chamberregistration in the medical register before taking up any activity; sufficient German
Switzerlanddirect recognitionMEBEKO at the Federal Office of Public HealthSwiss or EU/EFTA nationality; language certificate at least B2, met by a German-language degree; fee 800–1,000 francs
Rest of the EU and EEAautomatic recognitionnational authoritylanguage certificate depending on the country, often C1 in Scandinavia
USApossible via ECFMG and USMLEECFMG / IntealthHungary's accreditation agency MAB has been WFME-recognised since 2022 (valid until 2032); the university's individual entry in the World Directory of Medical Schools should be checked before planning for the USA
CanadapossibleMedical Council of Canadalisting in the World Directory with a Canada Sponsor Note, MCCQE and NAC examinations, residency via CaRMS
United Kingdomcase-by-case assessmentGeneral Medical Councilno blanket equivalence since Brexit; as a rule PLAB or a recognised postgraduate qualification
AustraliapossibleAustralian Medical Councilrequirements are based on the ECFMG Sponsor Note in the World Directory

An important point to understand: what is recognised is the diploma, that is, the entitlement to work as a doctor. You then complete specialist training in the destination country under its rules. And recognition is not the same as authorisation to practise: in Austria, for example, you may not work a single day without registration in the medical register, even if the diploma has long been recognised. More on this in our article on Approbation and the recognition of medical degrees from elsewhere in the EU.

Dentist, pharmacist, psychologist, veterinarian: every profession has its own recognition law

This is the point at which most overviews stop — and the one that matters most for planning a life. Five professions, five completely different legal routes.

Dentist. The Hungarian dentistry degree is listed in Annex V point 5.3.2 of Directive 2005/36/EC and is automatically recognised in the EU and the EEA. In Germany, licensure runs via the Dental Practitioners Act and the licensing regulations for dentists, again with the state authority responsible. In Switzerland the same MEBEKO procedure applies as for doctors. I took exactly this route myself — studied dentistry abroad, MEBEKO recognition, and today I am a federally recognised dentist in Switzerland and I run Medschool Experts from Bern.

Pharmacist. The pharmacy degree also falls under automatic recognition, Annex V point 5.6.2. The Directive requires at least five years of training, of which four years are theoretical and practical study at a higher education institution plus at least six months of placement in a community or hospital pharmacy — the Budapest pharmacy programme meets this. Important for non-native speakers: for German licensure as a pharmacist, a technical language examination at level C1 is required, in three parts with a patient consultation, a written task and a technical discussion. Anyone who can show ten years of schooling in German is as a rule exempt.

Psychologist and psychotherapist. Here Directive 2005/36/EC does not apply in its automatic form, because psychologist is not a regulated profession in Germany with EU-wide harmonised minimum training. A psychology master's from abroad is assessed as a higher education degree, not automatically recognised. Anyone wanting to become a psychotherapist in Germany needs, since the reform of the Psychotherapists Act, the study route designed for that purpose and the subsequent licensure. In any case there is no German-language psychology programme at Semmelweis University — so anyone aiming for that profession should not choose the location on that basis.

Veterinarian. The veterinary profession is regulated across the EU and is likewise listed in Annex V, point 5.4.2. In Germany the procedure is governed by the regulation on the licensing of veterinarians. For Budapest that means the route runs via the University of Veterinary Medicine Budapest, whose German-language programme is EAEVE-accredited and meets all the academic requirements for German licensure. We describe a more affordable alternative within the EU in our article on studying veterinary medicine in Bulgaria.

Living in Budapest

With around 1.7 million inhabitants, Budapest is Hungary's largest city and, for students, one of the most pleasant capitals in Europe: short distances, a very good public transport network with a monthly pass for about 25 euros, thermal baths, a lively café culture and a price level well below Germany's.

The university's own housing costs around 300 euros a month for rooms in central districts and around 500 euros for studios. Market data are somewhat higher: a one-bedroom apartment in the centre costs around 760 euros, outside the centre around 580 euros; a three-room apartment in the centre is about 1,450 euros, so around 480 euros per person shared three ways. Halls of residence exist but are scarce and allocated on the basis of financial need. A realistic total budget is 700 to 900 euros a month if you live in a shared flat and cook for yourself. A detailed breakdown for various locations is available in our monthly budget for studying medicine abroad.

Who Semmelweis University is the right choice for

Budapest is a particularly good fit if three things matter to you: teaching in your mother tongue, a large and established German-speaking cohort rather than a handful of German students in the English programme, and the option of completing the clinical stage in Hamburg or Kaiserslautern.

The location is less suitable if price is the decisive criterion — in Romania, Bulgaria or Bosnia you study considerably more cheaply. And if you want to study psychology, Budapest is simply the wrong address. Which location fits your grades, your budget and your career goal is something we can best work through in person.

The author's view

I studied abroad myself and know how it feels: you sit in front of a table of semester prices and make a decision on that basis which will shape the next forty years of your working life. That is exactly why I consider the price comparison the most overrated metric in choosing a location.

Budapest is expensive — 9,340 euros per semester is a statement. But for what? For a programme that has existed in German since 1983, with a hospital larger than most German university hospitals, and with the option of spending the clinical years in Hamburg or Kaiserslautern. Anyone who adds that up arrives at a different result than by looking at the semester price alone.

The point I consider most important, and which appears on hardly any comparison site: Hungarian is a compulsory subject and you will need it. That is not a disadvantage but honest information. I learned Bulgarian during my studies because I was standing at the bedside and had no choice. In hindsight it was one of the most valuable experiences of the degree — it forced me not just to learn medicine but to translate it. Anyone who knows that beforehand goes there with a completely different attitude.

And one more thing: a medical or dental degree from the EU is an international entry ticket. I am a federally recognised dentist in Switzerland and I run Medschool Experts from Bern, because my degree was recognised there. You do not redeem that ticket through the semester price but through recognition. That is why the chapter on it comes further up than the one about the thermal baths.

Summary

  • Semmelweis University Budapest was founded in 1769 and has taught human medicine since 1983, dentistry since 1987 and pharmacy since 2011 entirely in German.
  • At Semmelweis University Budapest the programme costs 9,340 euros per semester in human medicine and dentistry in 2026/27, and 5,820 euros in pharmacy; there is no grade cut-off.
  • Semmelweis students can complete the clinical stage at Asklepios Campus Hamburg or at Medical School Kaiserslautern and keep the Semmelweis diploma.
  • The Hungarian medical diploma appears in Annex V of EU Directive 2005/36/EC and is automatically recognised across the EU; in Switzerland, MEBEKO recognises it directly.
  • At Semmelweis University, Hungarian is a compulsory subject in the first four or six semesters respectively, because patient contact from the third year of study takes place in Hungarian.

For German-speaking students, Semmelweis University Budapest is the most established location abroad in Europe: human medicine, dentistry and pharmacy taught throughout in German, no grade cut-off, and a diploma listed in Annex V of Directive 2005/36/EC and therefore automatically recognised across the EU. Anyone who would rather spend the clinical stage in Germany can move to Hamburg or Kaiserslautern and still keep the Semmelweis diploma.

The price is the highest among the classic locations abroad; in return you get your mother tongue, tradition and a very large German-speaking community. Whether Budapest fits your grades, your budget and your career goal is something we are happy to look at together — in a free consultation.

Frequently Asked Questions about Semmelweis University Budapest

Can you really study medicine entirely in German at Semmelweis University?

Yes. Semmelweis University has offered human medicine since 1983, dentistry since 1987 and pharmacy since 2011 as fully German-language programmes. Teaching, examinations and the diploma are in German. Hungarian is added only as a compulsory subject for patient consultations.

Is there a grade cut-off at Semmelweis University?

No. There is no grade cut-off. The basic requirement is a general university entrance qualification. Which documents and evidence are needed in your specific case is something we check in a free consultation.

What does a medical degree at Semmelweis University cost in total?

At 9,340 euros per semester in the 2026/27 academic year, twelve semesters come to around 112,000 euros in tuition, plus a 250 euro application fee and a 230 euro enrolment fee. Living costs of roughly 8,500 to 17,000 euros per year come on top.

Is the Semmelweis University degree recognised in Germany?

Yes. The Hungarian medical diploma is listed in Annex V of EU Directive 2005/36/EC under point 5.1.1. Automatic recognition therefore applies, without a substantive equivalence assessment. You apply for the Approbation with the licensing authority of the federal state in which you wish to work.

Can I work in Switzerland with this degree?

Yes. The Medical Professions Commission MEBEKO recognises EU diplomas directly if you hold Swiss nationality or that of an EU or EFTA state. The language requirement at level B2 counts as met with a German-language degree. The fee is 800 to 1,000 francs.

Do I have to learn Hungarian to study in Budapest?

Yes. Hungarian medical terminology is a compulsory subject in human medicine in the first four semesters, with an oral final examination, and in dentistry in the first six semesters. From the third year of study you need basic knowledge for patient contact. Anyone completing the clinical stage in Hamburg or Kaiserslautern is largely relieved of this.

What is Asklepios Campus Hamburg?

Asklepios Campus Hamburg is a clinical site of Semmelweis University in Germany. Students begin in Budapest and move to Hamburg from the 5th semester, where they complete the clinical stage and the final practical year. The degree is a Semmelweis diploma, and the fee is 8,900 euros per semester.

Can I study veterinary medicine in Budapest?

Not at Semmelweis University. Responsibility lies with the independent University of Veterinary Medicine Budapest, founded in 1787. It offers a German-language programme of around 5.5 years leading to the title dr. vet., is EAEVE-accredited and costs around 12,480 euros per academic year.

Is there a German-language psychology programme in Budapest?

No. The psychology programmes at Semmelweis University run in English. Anyone with psychology or psychotherapy as a career goal should also know that automatic EU recognition under Directive 2005/36/EC does not apply to these professions; instead the degree is assessed case by case.

Can I work in the USA with this degree?

In principle yes, via ECFMG certification and the USMLE examinations. Hungary's accreditation agency MAB has been recognised by the World Federation for Medical Education since 2022, valid until 2032. The university's individual entry in the World Directory of Medical Schools should be checked before planning for the USA.

Can I transfer to a German university later?

A transfer is in principle possible, but depends on free places in higher semesters and on the credit decision of the competent state examination office. How realistic that is in your case is something we discuss in a free consultation.

Is Budapest worth it compared with cheaper locations?

That depends on your priority. You study more cheaply in Romania, Bulgaria or Bosnia. In return Budapest offers German as the language of instruction, a structure that has grown since 1983 and the option of the clinical stage in Germany. Both routes lead to a degree recognised across the EU.

Study medicine abroad: Marcel's own path

Born in Stuttgart, Marcel started his degree late: at 24 he enrolled at the Medical University of Sofia, Faculty of Dental Medicine, and graduated in 2021 from the English-language programme. He went through the same steps his clients face today — nostrification of school certificates, entrance interviews, finding a flat in Sofia and later the recognition of a foreign degree. In Switzerland he completed the federal recognition procedure and holds a Swiss dental licence.

What Marcel does at Medschool Experts

Today Marcel lives in Bern and runs Medschool Experts full-time. He visits every partner university in person, negotiates placement agreements directly with faculties and deans, and leads the free consultations in which applicants learn at which university they can start next semester. Topics Marcel writes about

  • Study medicine abroad without an entrance exam: universities, costs and admission
  • Study dentistry, veterinary medicine or pharmacy in Europe in English
  • Tuition fees and living costs at medical schools in Europe and worldwide
  • Recognition of foreign medical degrees in the EU, Switzerland, the UK and the US
  • Transferring between medical schools and returning home into a higher semester
