University of Medicine Neumarkt am Mieresch, Campus Hamburg (UMCH)
The University of Medicine Neumarkt am Mieresch, Campus Hamburg (UMCH) teaches in Hamburg in English, with German additionally required for the clinical phase, and leads to an M.D. degree. Tuition is approximately €29,800 per year, and the degree is automatically recognized throughout the EU.
The University of Medicine Neumarkt am Mieresch Campus Hamburg — UMCH for short — is not a German institution. It is the German branch campus of George Emil Palade University of Medicine, Pharmacy, Science and Technology in Târgu Mureş (Neumarkt am Mieresch in German), Romania. You enroll at the Romanian university but study almost entirely in Hamburg, and at the end you receive a Romanian degree in human medicine. You do not sit a German Staatsexamen on this path.
How the Model Works
The program lasts six years — twelve semesters — and comprises 360 ECTS credits. The first two years form the preclinical phase and take place at the campus in Hamburg. From the third year onward the clinical phase follows, also based in Hamburg, supplemented by placements at teaching hospitals. According to the university, this includes a nationwide network of more than 30 teaching hospitals in Germany as well as partner hospitals in Spain. You spend between four and sixteen weeks there per academic year.
Unlike many other international study models, you do not spend half your time abroad here. You travel to Romania only for individual modules: anatomy courses in the first two years and the laboratories for microbiology and pathology in the third year take place at the home campus in Târgu Mureş. The vast majority of the program runs in Germany. If you are expecting a clean split along the lines of three years here, three years there, that does not apply to the UMCH.
Language and Daily Study Life
Teaching throughout is in English. That sounds straightforward at first, but has a clear consequence: as soon as you are working with patients in German teaching hospitals, you need German. The university therefore requires B2 level by the third year of study and offers integrated language courses toward that end; C1 is possible by graduation. Plan to work on your language skills continuously alongside the subject matter if German is not your native language.
What Your Certificate Will Say
The degree is awarded by the university in Târgu Mureş, not by UMCH and not by a German faculty. It is a university degree in human medicine corresponding to the professional qualification listed in Annex V of EU Directive 2005/36/EC on the recognition of professional qualifications. This means: no German Staatsexamen, but recognition of an EU degree and a subsequent Approbation process in Germany. The destination is the same profession; the route runs through a different procedure. And it is expensive — UMCH is among the most costly paths into a medical degree available.

Selection Without Numerus Clausus
There is no school-leaving grade threshold for admission. UMCH uses its own selection process: you apply online, complete an entrance test and a motivation interview in which your reasons and suitability are assessed. The university advertises rapid decisions. That is not a guarantee of a place, but access does not depend on decimal-point grade differences.
What the Program Costs
According to the university's published rates as of summer 2026, students from the EU, EEA, the United Kingdom, or Switzerland pay €14,900 per semester. Students from other countries pay €17,400 per semester. Additionally, there is an application fee of €595 and a one-time enrollment fee of €4,500. For years three to six, the university offers the option of transferring to the home campus in Târgu Mureş at a reduced rate of €3,000 per semester.
If you calculate twelve semesters at the EU rate, you arrive at approximately €180,000 in tuition alone. Always verify current rates directly with the university, as they are adjusted by cohort.
Living in Hamburg
Hamburg is an expensive city, especially for housing. Rent, health insurance, food, and learning materials come entirely on top of the fees. Whether and in what form public funding might be available for this model must be clarified individually and should not be assumed. Secure your financing before accepting a place. Dropping out after two years is particularly painful at these amounts. Medschool Experts advises on studying medicine without a Numerus clausus in Germany and abroad and puts cost models like this into comparative context.

Structure and Location Changes
Twelve semesters, 360 ECTS, two years of preclinical and four years of clinical training. The main location throughout is the campus in Hamburg. You travel to Târgu Mureş only for specific courses — anatomy in the first two years and microbiology and pathology in the third. From the third year onward, block placements at teaching hospitals are added, predominantly in Germany and also in Spain.
Language in the Clinical Phase
Lectures and examinations run in English. Clinical training in German hospitals, however, requires German; B2 is required by the third year of study. Those who underestimate this will encounter their problems on placement, not in the exam room.
Degree and Recognition in Germany
The degree is awarded by George Emil Palade University in Târgu Mureş. It is a Romanian university degree in human medicine corresponding to the professional qualification listed in Annex V of Directive 2005/36/EC. You therefore do not sit a German Staatsexamen. Instead, you apply for Approbation at the relevant state authority and submit your EU degree for recognition. Because the qualification is listed in Annex V, automatic recognition within the EU applies. The authority then reviews the professional law requirements and your language skills, not the substantive equivalence of the program. Ask the Approbation authority of the federal state in which you intend to work in good time and in writing.
For specialist training, nothing changes after that point. With German Approbation you are a licensed physician like any graduate of a German faculty, apply for the same junior doctor posts, and complete the same specialist training under your regional medical chamber. The difference lies before the start of your career, not after. What remains are job interviews in which you explain your study model, and an administrative procedure that takes time and patience. Build it into your planning early rather than pushing it to the end of your studies.

Hamburg
The campus is on Albert-Einstein-Ring in Bahrenfeld, in the west of the city and adjacent to the DESY research center. From the main station you can get there in just over half an hour by S-Bahn and bus; the nearest bus stops are on Luruper Chaussee. There is no dedicated student dormitory, so you find your own accommodation on the Hamburg housing market — which is tight and expensive. Start looking early, and if necessary consider somewhere further out with good S-Bahn connections. In return you get a major city with everything that entails: hospitals within reach, part-time work opportunities, culture, and water.
Târgu Mureş
You travel to Transylvania in blocks for individual courses, not for entire semesters. For these periods you need accommodation on site. The cost of living in Romania is considerably below German levels, but getting there typically involves connections via regional airports. Budget separately for travel and accommodation during these blocks — they do not appear in any fee table.
