Annex V to Directive 2005/36/EC lists, for each EU member state, the evidence of formal qualifications that is recognised automatically. If your degree is named there, the German authority no longer reviews the content of your studies.

Annex V
Country by country, the annex names the title of the diploma, the body that issues it and the date from which recognition applies. Point 5.1.1 is the relevant one for doctors, 5.3.2 for dentists.
In practice this means: if you graduate from a university listed in Annex V, you submit your diploma, the EU certificate of conformity and proof of your language skills, and you receive your medical licence without an equivalence assessment.
