The body handles the national administration of hospital medical careers: appointments, career records and competitive recruitment for hospital practitioners, together with the management of hospital directors. Alongside this it runs the large national procedures of medical education and access to the professions, from the national examinations at the end of the second cycle to the matching procedure through which future residents choose their speciality and region. Contact with the CNG begins at registration for the examinations, continues through the publication of results and the ranked lists, and extends to the administrative file compiled during the procedure d'autorisation d'exercice. Registration periods, the list of specialities open in a given session and the documents required are announced by the body itself, and the calendar is strict: a file that arrives after the closing date is simply carried over to a later session, which in practice costs a year.
A practitioner trained in Rabat, Oran or Sfax who plans to work in France will deal with this body rather than with a hospital or a university at the start. Two practical points follow. The file is built from official documents of the country of origin, which often need legalisation or an apostille and a sworn translation, and obtaining them takes time. And the correspondence, like the examinations, is in French.
The two institutions are easily confused. The CNG is an administrative body of the State: it organises examinations and manages hospital careers. The Ordre National des Medecins is the professional body: it keeps the register of practitioners, verifies qualifications and ethics on registration and exercises disciplinary authority. A candidate passes through the first, then the second, and both steps are necessary before practising.
