The YÖK Rule That Decides Everything

YÖK is the Turkish Higher Education Council. It decides whether a foreign medical degree counts in Turkey, and the decision is binary. You get the equivalency or you don't.

The rule that matters for medicine: your university has to sit inside the top 1,000 of at least two of the four major world rankings.

Clear that bar and you can apply for denklik with no YKS score at all. Miss it and you need a YKS SAY result from your enrollment year, placing you in the top 50,000. No qualifying score, no denklik.

This is where a lot of Turkish students get caught out. Several of the cheaper European medical schools that fill up with international students sit well outside the top 1,000. It rarely comes up at the open day.

Our Top Recommendation: Charles University, Hradec Králové

Charles University has ranked between 200 and 300 in the world for years. Not scraping the threshold, comfortably inside it, and in more than one ranking at the same time.

For a Turkish graduate that translates into something practical: denklik without a YKS score, on a route that is legally boring. Boring is the goal here.

What About Bulgaria, Romania, and Bosnia?

They are cheaper. For students from most countries they are perfectly sensible choices.

For a Turkish student the arithmetic is different. The medical faculties in those countries do not appear in the top 1,000 of the major rankings, which puts you back on the YKS route: a qualifying SAY score from the year you enrolled, or denklik is closed.

Dentistry: Double Degree in Sarajevo and Istanbul

Dentistry has a cleaner answer than medicine does.

The International University of Sarajevo runs a double degree built specifically for this problem. Pre-clinical years in Sarajevo, clinical years in Istanbul. You finish holding two degrees: a Bosnian one following the EU curriculum, and a Turkish one, earned because your clinical training happened inside a Turkish-accredited institution.

That removes the recognition application entirely. You are eligible to practise in both countries from the day you graduate, without waiting on a foreign diploma assessment or hoping the rules stay put while you study.

It is also open to applicants without a standard academic school-leaving certificate. A vocational or technical qualification is enough.
