Recognition of a Foreign Diploma in Algeria

Recognition in Algeria is the procedure by which the competent authorities establish that a diploma obtained abroad corresponds to the Algerian qualification. For medicine the examination compares the duration of the programme, its content and the clinical training completed, and the decision conditions registration as a physician and access to specialist training.

From Latin aequivalentia, equal worth; in French administrative usage équivalence designates the formal recognition of a foreign qualification as corresponding to a national one.

Recognition of foreign qualifications (Algeria)

Purpose of the procedure

Recognition is an administrative decision, not an academic opinion. It states that a foreign qualification corresponds to the Algerian reference diploma for a defined purpose, most often entry to a regulated profession or to further training. For medicine, the comparison concerns the overall duration of the studies, the subjects taught and their volume, the extent and nature of the clinical training, and the final assessment. Applications are examined by the competent ministry with the support of a commission that compares the foreign programme with the curriculum of the Algerian faculties of medicine.

What the file contains

A file usually includes the diploma, the transcripts for every year of study, a detailed description of the programme, the certificates of clinical training and the proof of the baccalauréat. Documents issued abroad are generally required in legalised form, and the applicable route is either the apostille or consular legalisation depending on the country that issued them; a sworn translation is normally requested as well. The competent authority sets the list of documents and may ask for additional evidence, so the current requirements should be checked directly before the file is assembled rather than reconstructed from another applicant's experience.

What recognition opens

The recognition decision is the document on which the later steps rest. Registration with the national medical council, which is what makes practice lawful, is based on it, and so is admission to the résidanat for physicians who wish to specialise. A graduate returning from Europe should therefore treat recognition as the first move after graduation, not as a formality to be handled once a post has been found. Anticipating it during the studies, as described under returning home after studying in Europe, shortens the process considerably.

The comparison with France

Recognition in Algeria and access to practice in France are independent of one another and neither substitutes for the other. In France, a diploma from a member state of the European Union is assessed under Directive 2005/36/EC, while an Algerian diploma is a third-country qualification whose holder is a practitioner with a non-EU diploma and follows the authorisation procedure.
