Why higher-semester places in Germany are the bottleneck
In principle, a higher subject semester in medicine can be studied at any German university that runs the programme – provided a place has become free. That is the whole difficulty. Places in higher semesters only exist where someone else has left, and how many appear in a given semester fluctuates from year to year and from faculty to faculty. Nobody can predict it as a blanket figure, and no ranking of universities changes that.
German universities also allocate what does become free according to a fixed order: hardship cases first, then place-changers, then lateral entrants, and only then a lottery. You count as a place-changer if you were already enrolled in the same subject at another university – in Pécs, for instance – and simply want to change location without changing subject. That classification usually puts you in a better position than a classic lateral entrant, but it is still a queue for a scarce good.

For me, Pécs is one of the underrated locations when it comes to a later transfer. This surprises many people. The university has a long tradition of training international students, and this is reflected in clearly structured study processes – an advantage when transcripts and module descriptions later have to speak for a student in Germany. The experience-based values after four and five semesters in particular show that persevering a little longer in Pécs pays off for many students before tackling the transfer.
What I would say to anyone in Pécs thinking about it: talk to someone about your specific situation earlier than feels necessary. The difference between one and two recognised subject semesters, or between a place in Germany and a plannable entry at a partner university abroad, is almost never a matter of luck – it is a matter of knowing your own case well enough.
