Study Transfer from Slovenia: Switch to Foča, Niš or Malta

Study Transfer from Slovenia: Switch to Foča, Niš or Malta

Medicine in Ljubljana or Maribor requires Slovenian at B2. If language becomes a problem: study transfer to Foča, Niš or Malta.

Slovenia is, on paper, one of the best destinations on this list: an EU member state, two state medical faculties, and for EU citizens in the regular programme, tuition-free. The degree “doktor medicine” is automatically recognized in Germany under the EU Professional Qualifications Directive — without any knowledge examination.

There is exactly one hurdle, and it is high: the programme is conducted exclusively in Slovenian, and Slovenian at B2 level is a condition of admission. Those who can manage this should stay — there are few better pathways. Those who cannot need an alternative.

We facilitate study transfers to European locations with English-language programmes where you can continue your studies with the highest possible year placement.

Which medical faculties exist in Slovenia?

Two, both state-run:

Faculty of Medicine of the University of Ljubljana — for non-EU nationals without a bilateral agreement: €15,000 per academic year. EU citizens in the regular programme pay nothing.

Faculty of Medicine of the University of Maribor — for non-EU nationals: €9,160 per academic year; EU citizens likewise tuition-free.

Both offer a six-year integrated master’s programme with 360 ECTS and the degree “doktor medicine”. A third state faculty is planned at the University of Primorska in Izola, with an anticipated start no earlier than 2027/28.

There are no private providers of human medicine in Slovenia.

The decisive point: the language

There is no English-language medical programme in Slovenia. Recruitment portals that list Slovenia as an English-language option are simply wrong. Both programmes are conducted exclusively in Slovenian, with proof of B2 level according to the Common European Framework of Reference.

Why do students transfer from Slovenia?

Almost always for one reason: the language. Bringing Slovenian to B2 is achievable; sustaining it at a level that carries lectures in anatomy, pathology, and daily ward life is another matter. Those who realize in the third or fourth semester that the language is consuming more capacity than the subject matter face a real decision.

This is not a criticism of the faculties. Ljubljana and Maribor deliver high-quality training and make no secret of their language policy. It is a question of fit.

The second reason, less common, is the numerus-clausus-like selection pressure: places are limited, and those who do not obtain a place in the regular programme end up in the fee-paying variant.

How the study transfer works in five steps

1. Gather documents. Transcript of records with ECTS and grades, study plan, enrolment certificate, school leaving certificate. Slovenian transcripts are consistently documented in ECTS — this greatly facilitates credit recognition.

2. Free initial assessment. We check which academic year is realistic.

3. Formal review by the target university. The faculty makes the binding decision.

4. Application and acceptance. Certifications, translations, deadlines.

5. Enrolment and arrival.

Where you can transfer to

Faculty of Medicine Foča (Bosnia and Herzegovina) — one of our core locations, around €3,500 per academic year, English-language programme. Foča generally grants very high year placements.

University of Niš (Serbia) — around €6,000 per academic year, English-language, six years.

MediCampus Europeo Malta — around €14,500 per academic year, English-language, EU member state. Here you retain the advantage you had in Slovenia: the degree is automatically recognized in Germany. For those transferring from Slovenia, this is often the most coherent choice, because they do not give up their EU status.

How high the year placement turns out depends on the individual case

All three locations enable the highest possible placement with no or minimal loss of time through us. Each case is assessed individually. General rule of thumb: usually no more than two examinations may be outstanding, and the ECTS credits of those examinations must not exceed a maximum.

What the transfer costs

If you are studying as an EU citizen in the regular Slovenian programme, you pay nothing there. A transfer therefore means paying tuition fees for the first time — that is worth stating openly. Foča costs €3,500, Niš €6,000, Malta €14,500 per academic year.

The honest calculation is therefore not “cheaper”, but: what is it worth to continue the programme in a language you can genuinely work in? Those who lose a year or drop out end up paying more than the fee difference.

If, on the other hand, you are studying in the fee-paying variant in Ljubljana, €15,000 per year is the benchmark — and every one of the three locations is cheaper.

Why early advice pays off

With Slovenia, the conversation is particularly valuable because the outcome is often “stay”. A Slovenian degree is automatically recognized in Germany — only a handful of locations can offer that. Before giving up this advantage, we should jointly assess whether the language hurdle is truly insurmountable, or whether an intensive course and one planned buffer semester could resolve it.

The initial consultation is free of charge and non-binding.

Author's opinion

Slovenia is the only case in this series where I more often advise against transferring than in favour of it. An EU degree without a knowledge examination, tuition-free, at a good faculty — that is a starting position one should not give up lightly.

The language question usually becomes clear in the third semester, when the subjects become more demanding. My advice is always the same: first check whether an intensive language course and a deliberately planned repeat semester solve the problem. Only when the answer to that is clearly no should we talk about a transfer. And when it does come, Malta is usually the right answer, because you retain the EU advantage.

Summary

  • Two state faculties: Ljubljana and Maribor, each 6 years and 360 ECTS, degree “doktor medicine”.
  • No English-language programme — teaching exclusively in Slovenian; B2 is a condition of admission.
  • EU citizens study in the regular programme tuition-free; non-EU nationals pay €15,000 in Ljubljana, €9,160 in Maribor.
  • EU member state: the degree is automatically recognized in Germany, without a knowledge examination.
  • Target locations: Foča from €3,500, Niš €6,000, MediCampus Europeo Malta €14,500 per academic year.

Slovenia is formally one of the strongest options available — with one single, but hard, condition. Those for whom the language works should stay. Those for whom it does not should transfer early and, if possible, remain within the EU to avoid losing the recognition advantage.

Frequently asked questions about study transfers from Slovenia

Can you study medicine in English in Slovenia?

No. Both faculties teach exclusively in Slovenian. Slovenian at B2 level is a condition of admission.

Do I pay tuition fees in Slovenia?

As an EU citizen in the regular programme, no. Non-EU nationals without a bilateral agreement pay €15,000 in Ljubljana and €9,160 in Maribor per academic year.

Is a Slovenian degree recognized in Germany?

Yes, automatically. Slovenia is an EU member state; the medical profession falls under the automatic recognition provisions of Directive 2005/36/EC. There is no knowledge examination.

Should I transfer at all?

Not hastily. A Slovenian degree is formally one of the best pathways available. First assess whether an intensive language course and one planned additional semester could resolve the hurdle.

Which target location suits those transferring from Slovenia?

Often Malta, because you remain within the EU and retain automatic recognition. Foča and Niš are the more affordable alternatives.

Will I lose semesters when transferring?

The aim is the highest possible year placement with no or minimal loss of time. Slovenian transcripts are documented in ECTS, which facilitates credit recognition. The decision is made on a case-by-case basis.

Marcel Kloos is the founder and owner of Medschool Experts, a placement agency for medicine, dentistry, veterinary medicine and pharmacy degrees abroad. Since 2021 the team has secured more than 500 study places at over 25 partner universities in Europe and worldwide.

Study medicine abroad: Marcel's own path

Born in Stuttgart, Marcel started his degree late: at 24 he enrolled at the Medical University of Sofia, Faculty of Dental Medicine, and graduated in 2021 from the English-language programme. He went through the same steps his clients face today — nostrification of school certificates, entrance interviews, finding a flat in Sofia and later the recognition of a foreign degree. In Switzerland he completed the federal recognition procedure and holds a Swiss dental licence.

What Marcel does at Medschool Experts

Today Marcel lives in Bern and runs Medschool Experts full-time. He visits every partner university in person, negotiates placement agreements directly with faculties and deans, and leads the free consultations in which applicants learn at which university they can start next semester. His YouTube channel on studying medicine abroad has helped thousands of applicants compare universities, costs and recognition.

Topics Marcel writes about

  • Study medicine abroad without an entrance exam: universities, costs and admission
  • Study dentistry, veterinary medicine or pharmacy in Europe in English
  • Tuition fees and living costs at medical schools in Europe and worldwide
  • Recognition of foreign medical degrees in the EU, Switzerland, the UK and the US
  • Transferring between medical schools and returning home into a higher semester
