There is no fixed ceiling. What does a transfer mean for working in Germany or the United States?

Moving to the Medical University of Varna in Bulgaria keeps you inside that same EU framework. Moving to Bosnia and Herzegovina does not, so the licensing route there works differently and needs to be planned from the start.

For the United States, the picture is narrower. Mostar School of Medicine in Bosnia and Herzegovina is the only European university that prepares specifically for the USMLE, covering Step 1 in the preclinical years and Step 2 CK in the clinical years, in small groups with a better teacher-to-student ratio than other European medical schools.
