Novi Sad at a Glance
The Faculty of Medicine at the University of Novi Sad is the largest medical training institution in the autonomous province of Vojvodina and one of Serbia's four state medical faculties. Human medicine and dentistry are also offered there as English-language integrated programmes, in very small cohorts. Anyone interested in Novi Sad should think two things together from the outset: the manageable costs and the fact that Serbia is not an EU member. The tuition fee of 7,000 EUR per year and the place numbers of 15 and 13 come from the faculty's admissions page for the 2026/2027 academic year. The fee includes access to the digital library and sets of electronic textbooks.
University and Hospital
The faculty was founded on 18 May 1960, and the first lectures began on 19 October 1960 with 169 enrolled students. Today, alongside human medicine and dentistry, it also covers pharmacy, nursing, medical rehabilitation and radiology technology, although not all of these in English. The English-language programmes are deliberately kept small and are aimed at international students. The faculty is state-run rather than privately owned; that also explains why the fee has remained stable for years and is not split into semester packages.
Clinical training takes place at the University Clinical Centre of Vojvodina. According to the Serbian health network plan, the hospital had 1,425 beds in 2017 and employed 2,738 people, including 502 doctors and 1,350 nursing and technical staff. It is at the same time the only emergency centre and the full-service hospital for Novi Sad and the Južna Bačka region. For you that means a broad spectrum, short distances, and a bed-to-student ratio that is hard to find at large locations.
What strikes me again and again about Serbian faculties is how early practical work begins and how naturally students take part on the ward. In Novi Sad the size effect is added: with 15 places per cohort, there is no cluster of twelve people around a single bed.
Important for later is the accreditation. The responsible body is the National Entity for Accreditation and Quality Assurance in Higher Education of the Republic of Serbia, NEAQA for short. The World Federation for Medical Education granted NEAQA recognition status in May 2025, valid until May 2035. That is not a detail for statisticians but the basis on which a degree from Novi Sad qualifies for ECFMG certification in the USA, which since 1 January 2023 requires a WFME-recognised accreditation agency.
What programmes are available and in which language?
Two integrated programmes are open in English in Novi Sad. Both last six years, comprise 360 ECTS and lead directly to a professional qualification, without a bachelor-master split. You do not need Serbian in the lecture theatre, but you very much do on the ward.

These figures are the real character of this location. In Niš, 120 places are available in the English-language medical programme; in Novi Sad there are 15. That means more contact with the teaching staff, tighter groups in practicals and a cohort in which everyone knows each other after two weeks. It also means that selection is strict and preparation for the entrance examination counts.
You learn Serbian not for the examinations but for the people. Those who want to take a patient history themselves in the third year start learning in the first. That is extra effort alongside the academic programme, and it pays off in every clinical semester.
How does admissions work?
Selection is through an entrance examination in biology and chemistry. What is tested is upper-secondary school material, not university knowledge. In addition, the faculty requires proof of good English, either through a language certificate or through an interview with the faculty; those who completed their previous schooling in English are exempt. There is no numerus clausus, so your school-leaving grade does not decide your place.
The faculty has set the examination date for the 2026/2027 cohort as 8 September 2026, 12:00 to 15:00 CET, with results announced by 10 September. Such dates fall well before the start of the semester, which is why your application year begins earlier than for a degree in Germany.

The fee structure in Novi Sad is pleasingly simple: one annual amount, no semester contributions, no staggered surcharges for the clinical phase.

From this a total calculation for the full duration of study can be built. It is an estimate and not an offer, but it is more realistic than any single annual figure. Six academic years at 7,000 EUR give 42,000 EUR in fees. Add 72 months of living costs and you arrive at 36,000 EUR at the lower end and 50,400 EUR at the upper. In total, therefore, around 78,000 EUR to 92,400 EUR for six years of studying medicine in Novi Sad. Trips home, printed books and language courses are not included.

Novi Sad is therefore the most expensive of the three Serbian locations, for two reasons: a higher fee and a higher price level in a larger city. What you get in return is the smallest cohort. How is the programme structured?
The structure follows the classic European pattern: foundations first, then clinical work, and a practical year at the end. Twelve semesters, 360 ECTS, no intermediate qualification.

From the third year, placements at the hospital accompany the clinical subjects, and in the sixth year you work almost continuously on the ward. In its logic this structure corresponds to the German Praktisches Jahr, even though the legal frameworks differ. Assessment is semester by semester, with oral and written components; there is no central state examination as in Germany, and instead the programme concludes with the faculty's own degree.
Two points deserve early attention. First, the ECTS: 360 credits correspond to what a six-year medical programme comprises in the European Higher Education Area, and they are later the unit of account for German authorities. Second, the Transcript of Records with subjects, contact hours and grades. Those who collect these records in full from the first semester save themselves a great deal of rework at the end.
Where can you work as a doctor with this degree?
Here lies the key difference from studying in Hungary, Poland or Croatia. Serbia does not belong to the European Union. The degree from Novi Sad is therefore not listed in Annex V of Directive 2005/36/EC, neither under point 5.1.1 for doctors nor anywhere else. That list was last adjusted by Delegated Decision (EU) 2023/2383 of 23 May 2023, applicable since 9 October 2023, and it contains only qualifications from member states. There is therefore no automatic recognition. What there is, is a clearly regulated procedure leading to the Approbation.

In practice the German route means: an application to the state authority of the federal state where you want to work, then the equivalency assessment, then either the Approbation directly or the knowledge examination followed by the Approbation. For the period in between, the law provides for a temporary practice permit, with which many already work in hospital under supervision.
Dentist, pharmacist, psychologist, veterinarian: the legal position by profession
Dentist. Novi Sad also trains dentists in English, most recently with 13 places per cohort. Legally, the same pattern applies as in human medicine: point 5.3.2 of Annex V covers only qualifications from EU states, and a Serbian degree goes through the equivalency assessment under the German Dental Practitioners Act and, if necessary, the knowledge examination. Here too, the Approbation stands at the end.
Pharmacist. Pharmacy is part of the faculty's offering, but is not run as an English-language programme. For recognition, point 5.6.2 of Annex V applies, again limited to EU qualifications; a third-country diploma goes through the equivalency assessment under the Bundes-Apothekerordnung with a subsequent knowledge examination if substantial differences are identified.
Psychologist. Psychology and psychotherapy are not harmonised under European law; there is no entry for them in Annex V. In Germany, since the reform, the route into psychotherapy runs through a dedicated degree programme and a separate licence under the Psychotherapists Act. A medical degree in Novi Sad does not replace that route; instead it opens the medical specialist training in psychiatry and psychotherapy.
Veterinarian. The Faculty of Medicine in Novi Sad does not train veterinarians. For completeness: point 5.4.2 of Annex V governs the automatic recognition of veterinary qualifications within the EU, while diplomas from third countries are assessed for equivalency case by case under the Bundes-Tierärzteordnung.
Career paths after graduation
After the Approbation, every field of specialist training is open to you in Germany. For specialist training, the state medical chambers do not distinguish by where you studied but only by whether you hold the Approbation. A degree from Novi Sad is therefore not a second-class entry, only a later one.
Three directions are typical. First, the classic junior doctor post at a German hospital, often in internal medicine, surgery, anaesthesiology or general practice. Second, the route through research and a doctorate, for which English-language lectures and international fellow students are good preparation. Third, starting your career in Serbia or in the region, for instance at the University Clinical Centre of Vojvodina, with a later move to Germany.
Dentistry likewise leads, after the Approbation, into the full range: assistant years in a practice, further training in oral surgery or orthodontics, and later your own practice.
One point many underestimate: the time between graduation and the Approbation is not lost time. With the temporary practice permit you already work as a doctor under supervision, gain ward experience and get to know the German system from the inside. Those who plan for this phase from the outset get through it far more calmly than someone who discovers it only after graduating. Lateral entry, transfer and returning to Germany
A transfer from Novi Sad to a German faculty is not automatic, and from a non-EU country it is particularly uncertain. German faculties recognise individual credits and award places in a higher semester only when some are free. Together, those two things make a transfer back a stroke of luck rather than a strategy.
The other perspective makes more sense. Those who start in Novi Sad plan to graduate there too and orient the recognition process accordingly from the outset. Concretely that means: collect all your records, document placements cleanly, and be able to evidence the full 360 ECTS at the end. Clinical placements in Germany are in principle possible; recognition is decided by the body that later handles your recognition procedure.

Living in Novi Sad: city, distances, costs
Novi Sad has around 300,000 inhabitants, is Serbia's second-largest city and the capital of Vojvodina. It lies on the Danube, opposite the Petrovaradin Fortress, where the EXIT festival takes place every year. In 2022 Novi Sad was European Capital of Culture, which left the city with an infrastructure of theatres, galleries and cafés you would not necessarily expect in a city of this size. Belgrade and the international airport are around an hour away.

They explain why our planning figure of 500 to 700 EUR per month works out as soon as you share a flat: a shared two-room apartment outside the centre costs considerably less per person than a place of your own in the centre, and transport and food are inexpensive. Most students live in the campus district on the Danube bank, so the distances to the faculty and the hospital are correspondingly short. Public transport consists essentially of buses, but in this flat city a bicycle is often faster.
An observation from daily life: around the EXIT festival in summer, the market for short-term accommodation tightens noticeably. Those who only start looking in September pay more. Those who look in spring have a choice.
Who this location suits
Novi Sad suits you if you prefer a small cohort and close clinical contact to a large international intake. It suits you if you want to study human medicine or dentistry in English without first having to struggle through a numerus clausus. And it suits you if you are prepared to plan the recognition route via the equivalency assessment from the outset rather than pushing it to the end.
The location is less suitable if you are counting on transferring to a German faculty after a few semesters. From a third country, that calculation rarely works out. And if you have pharmacy or an English-language nursing degree in mind, other Serbian locations are the better address.
My assessment: those not deterred by the price difference to Niš or Kragujevac get in Novi Sad the most intensive supervision of the three Serbian locations, at a hospital with a full care spectrum and in a city where six years pass pleasantly. I studied dentistry in Sofia from 2015 to 2021, likewise far from home and likewise in a language that was not my first. A good deal separates Sofia and Novi Sad, but the starting position is the same: you arrive at eighteen or twenty in an unfamiliar city, have six years ahead of you and have to organise yourself. Those years shaped me professionally and personally more than anything that came after.
What convinces me about Novi Sad is the size of the cohort. Fifteen places in human medicine means the teaching staff know you by name after two months. At the University Clinical Centre of Vojvodina, which had 1,425 beds in 2017, this small cohort meets a very broad care spectrum. That ratio of few students to a great deal of clinical work is rare, and it is exactly what makes practical training worthwhile.
To be honest: the non-EU degree costs you time. Between the end of your studies in Novi Sad and the German Approbation lies the equivalency assessment and, where applicable, the knowledge examination. That is not an obstacle, but it is a phase you should plan for from the outset. Those who know this and collect their records carefully from the first semester approach that phase far more calmly than someone taken by surprise.
