Relevant European Qualification: GMC Registration Without PLAB for EU Medical Graduates in 2026

Relevant European Qualification: GMC Registration Without PLAB for EU Medical Graduates in 2026

Short answer

Relevant European qualification explained: EU medical graduates register with the GMC without PLAB, from £481 in 2026. Full vs provisional, by country.

A doctor with a relevant European qualification can register with the General Medical Council without sitting PLAB in 2026. The term covers primary medical degrees from EU and EEA countries that are listed in Annex V of Directive 2005/36/EC. The route does not depend on nationality, so a British student who graduates in Sofia, Plovdiv or Brno uses it exactly like a Bulgarian or Czech graduate.

In my files in Belgrade, this is the question that decides more family budgets than any other: which degree avoids PLAB, and which degree leads to full registration on day one. I had the same conversations in Dubai and India, where families compared licences before they compared universities.

Below you find what the relevant European qualification is, what the GMC asks for, which countries give full or provisional registration, how long the arrangement is guaranteed, and how it fits the partner universities of Medschool Experts.

Last reviewed: October 2026.

What is a relevant European qualification for GMC registration?

A relevant European qualification is a primary medical degree awarded in an EU or EEA country, or Switzerland, whose diploma title appears on the GMC's list based on Annex V of Directive 2005/36/EC as it stood on 31 December 2020. Holders can apply for GMC registration with a licence to practise without passing PLAB, provided they meet the GMC's other requirements.

The list is exact. It names the diploma, the issuing body and, for some countries, an accompanying certificate. A Bulgarian graduate, for example, holds a diploma for the degree "Master in Medicine" with the professional qualification "Master physician", issued by a Bulgarian university. If the title on the diploma differs from the list, the GMC asks for a letter from the national ministry confirming that the qualification is treated as equivalent.

Since Brexit, this is no longer EU law in the UK. It is a UK arrangement that keeps near-automatic recognition for Annex V qualifications. The practical effect for a graduate is the same as before 2021.

Do EU medical graduates need PLAB in 2026?

No. Doctors whose primary medical qualification is a relevant European qualification do not need PLAB 1 or PLAB 2 for GMC registration in 2026. They still show English language evidence, a clean certificate of good standing, proof of identity and a verified diploma, and they pay the GMC application fee.

Graduates of medical schools outside the EU and EEA take PLAB. That includes the partner faculties of Medschool Experts in Bosnia and Herzegovina, Serbia, Albania and Georgia. PLAB is a long-established route that thousands of doctors pass every year, and it is described step by step in PLAB and GMC registration in 2026. The exam itself and its link to the UK licensing standard are covered in what the UKMLA is.

So the country of the degree decides the route. The passport does not.

Full or provisional registration: what an EU graduate receives

Whether an EU graduate receives full or provisional GMC registration depends on the country of the degree. For Bulgaria and the Czech Republic, the GMC states that provisional registration is not available: the diploma leads straight to full registration with a licence to practise. For Malta, Poland, Italy, Portugal and Slovenia, graduates without the accompanying certificate can apply for provisional registration.

The difference shapes the first NHS years. Provisional registration is the status for the two-year UK Foundation Programme, and only doctors who are not eligible for full registration can hold it. A graduate who receives full registration on day one is no longer eligible for the two-year Foundation Programme. That doctor starts in a locally employed doctor post or a clinical fellow post on NHS pay scales and later applies for core or specialty training.

For British students this is useful to know before they choose a country. Under the Medical Training (Prioritisation) Act 2026, British citizens with a European degree are not prioritised for the Foundation Programme, but they are in the priority group for core and specialty training in 2026 and 2027. A degree that leads to full registration fits that rule well. The Act is explained in detail in the Medical Training (Prioritisation) Act 2026 for UK students abroad.

What documents does the GMC ask for with a relevant European qualification?

For a relevant European qualification, the GMC asks for the diploma as named on its list, any accompanying certificate the list requires, a certificate of good standing from every regulator the doctor has been registered with, evidence of English and identity checks. The GMC also verifies the diploma directly with the awarding university.

English evidence is the step graduates underestimate. The GMC accepts Academic IELTS with 7.5 overall and at least 7.0 in each part, or OET Medicine with grade B in all four papers, valid for two years. A degree taught in English counts only when at least 75 per cent of clinical contact was in English. In Bulgaria or the Czech Republic patients speak the local language from the third year, so most graduates of English-taught programmes sit IELTS or OET in their final year.

Names must match across every document. A transliteration from Cyrillic on a Bulgarian diploma that differs by one letter from the passport is the most common reason I see for a file to stall. We check spellings during the degree, not in the month of the application.

How long is the relevant European qualification route guaranteed?

The UK reviewed its recognition of EEA qualifications after January 2023 and decided on 29 June 2023 to keep the near-automatic recognition arrangements for healthcare professionals, doctors included, for a further five years. That secures the route until around mid-2028, after which the government can extend, amend or replace it.

A student who starts in 2026 graduates around 2032, so planning has to include both outcomes. If the arrangement continues, the graduate registers directly. If it changes, PLAB stays open to every graduate of an acceptable medical school, EU or not. That is why Medschool Experts plans two routes from the first semester: direct registration as long as it applies, and PLAB as a fallback that never closes.

The EU degree keeps its full value inside the EU either way. Directive 2005/36/EC still recognises it automatically in all member states, which is a second career door the UK rule cannot touch.

Which partner universities lead to a relevant European qualification?

Among the 25+ partner universities of Medschool Experts, the faculties in Bulgaria and the Czech Republic award EU degrees that lead to the relevant European qualification route and to full registration in 2026. For every other EU partner faculty we check the exact diploma title against the GMC list before a student enrols. The faculties in Bosnia and Herzegovina, Serbia, Albania and Georgia award degrees that lead to the PLAB route.

Cost and route sit side by side in that choice. Six years at the Medical University of Pleven cost 9,000 euros a year in tuition and lead to full GMC registration. Masaryk University Brno charges 15,000 euros a year for medicine. The Faculty of Medicine in Foča charges 3,500 euros a year, the most affordable option, and its graduates take PLAB.

Placement at our partner universities is independent of school-leaving grades: neither A-level results nor the UCAT decides the place. Which faculty fits your budget and your licence plan we look at in a free consultation, and all faculties are on the partner universities page. International perspective: how other countries recognise European medical degrees

Inside the EU, recognition of Annex V medical diplomas is automatic under Directive 2005/36/EC. A graduate from Sofia registers in Germany, Ireland, Sweden or Greece without an exam, with only language and good-standing checks by the national authority. Switzerland applies the same logic through its agreement on the free movement of persons with the EU.

Ireland is the closest comparison to the UK. The Irish Medical Council registers EU graduates on the basis of their Annex V qualification, and graduates whose degree requires an internship complete it before full registration. Australia has no automatic route for EU degrees: European graduates take the Australian Medical Council examinations or a competent authority pathway that covers only a short list of countries, including the UK. In the United States, every international graduate needs ECFMG certification and the USMLE, regardless of where in Europe the degree was earned.

Against this background, the UK's relevant European qualification route is one of the most generous outside the EU. It treats an EU diploma almost like a home degree for registration.

The author's view

In India I watched families pick a university first and discover the licence rules later. In Dubai I saw the reverse: doctors who chose their degree for the licence it opened, and saved years. Here in Belgrade in 2026 I try to make every British family start with the licence.

The relevant European qualification is the cleanest licence route I know outside the EU. One diploma, one English test, one application. For Bulgaria and the Czech Republic it even goes straight to full registration.

My assessment: if the UK is your first career target, an EU degree is the strongest choice. If budget comes first, a non-EU partner with the PLAB route is a sound plan too. Decide with the licence in view, not after it.

Summary

  • A relevant European qualification is an EU or EEA primary medical degree on the GMC's Annex V-based list.
  • Holders register with the GMC without PLAB in 2026, whatever their nationality.
  • Bulgarian and Czech degrees lead only to full registration. Malta, Poland and some other countries allow provisional registration without the accompanying certificate.
  • English evidence (IELTS 7.5 with 7.0 in each part, or OET grade B) is still required.
  • The UK decided on 29 June 2023 to keep the arrangement for five more years, so planning includes PLAB as a fallback.
  • Graduates of partner faculties in Bosnia and Herzegovina, Serbia, Albania and Georgia take the PLAB route.

Conclusion

For a UK student choosing a medical school abroad, the relevant European qualification is the shortest way back to the GMC register. It removes an exam, a trip to Manchester and up to a year of waiting.

The country of the degree decides the route, so the choice of university is also a choice of licence. We match both to your plans in a free consultation with Medschool Experts.

Frequently asked questions about the relevant European qualification

What is a relevant European qualification?

A relevant European qualification is a primary medical degree from an EU or EEA country, or Switzerland, whose diploma title is on the GMC's list based on Annex V of Directive 2005/36/EC. It allows registration with the General Medical Council without passing PLAB 1 and PLAB 2.

Do I need PLAB with a degree from Bulgaria or the Czech Republic?

No. Medical degrees from Bulgaria and the Czech Republic are relevant European qualifications. Graduates apply for full GMC registration with a licence to practise directly. The GMC states that provisional registration is not available for these two countries.

Does the route depend on my nationality?

No. Eligibility for near-automatic recognition depends on the qualification, not on nationality or country of residence. A British citizen with a Bulgarian or Czech medical degree uses the relevant European qualification route in the same way as a local graduate.

Do EU graduates need an English test?

Yes, in most cases. The GMC accepts Academic IELTS with 7.5 overall and 7.0 in each part, or OET Medicine with grade B in all four papers. A degree taught in English counts only when at least 75 per cent of clinical contact was in English, which is rare where patients speak the local language.

How long will EU degrees be recognised in the UK?

On 29 June 2023 the UK decided to keep near-automatic recognition of EEA healthcare qualifications for a further five years, to around mid-2028. After that the government can extend or change the arrangement. PLAB remains open to graduates of acceptable medical schools in any case.

What is the difference between full and provisional registration?

Full registration allows independent practice in a post with a licence to practise. Provisional registration is for doctors who still need a first year of supervised practice, usually in the UK Foundation Programme. A doctor eligible for full registration cannot apply for provisional registration.

Which degrees lead to PLAB instead?

Degrees from medical schools outside the EU and EEA, such as the Faculty of Medicine in Foča in Bosnia and Herzegovina or the Faculty of Medicine in Niš in Serbia, lead to the PLAB route. Graduates pass PLAB 1 and PLAB 2, show English evidence and then register with the GMC.

Can I study at an EU university without top A-levels?

Yes. Placement through Medschool Experts at our 25+ partner universities is independent of school-leaving grades: neither A-level results nor a UCAT score decides the place. Which faculty fits depends on your profile, which we assess in a free consultation.
